One Federal Solution is hiring a Strategic Planner in Washington, DC. This role involves leading strategic planning efforts for large or complex projects, including developing mission and vision statements, setting goals, and guiding the creation of operational plans. The planner will help clarify organizational missions to support long-term planning, define measurable outcomes, and assist in prioritizing initiatives, such as capital outlay planning, within a comprehensive strategic framework. Clearance Level - Secret. Responsibilities
Provide and develop CONUS knowledge and expertise in strategic performance management methodologies within DoS IT standards, and the application of technologies to internal Bureaus. Review strategic financial budget and fiscal data to ensure accuracy and accountability for multi-year projects. Maintain up-to-date monthly status of project funds, review and resolve unliquidated obligations, and prepare budget justifications. Analyze, review, and monitor project funding with various DOS organizations. Advisor for synchronizing, coordinating, and integrating all digital strategy initiatives. Plan and analyze to assess the cost-effectiveness of programs to inform and advocate for IT investments, development process, and other budget initiatives. Analyze management problems and provide advice and insight about the probable effects of alternative solutions. Coordinate strategic, programmatic, and budgetary initiatives. Prepare and present briefing material, and provide clearly articulated input in decision forums. Qualifications and Requirements
PMP certification is required at the start date or must be obtained within 12 months of hiring and kept up to date. Experience in formulating long-range policies and developing digital strategic initiatives and management guidelines for complex information technology systems; planning and conducting budget analysis to assess the cost-effectiveness of program initiatives. Develop efficient, cost-effective solutions to IT-related issues, analyzing and resolving difficult policy and planning problems or issues, and making recommendations on new approaches to delivering services. Experience working with Project Management processes and policies of assigned projects. Manage the efficient and effective coordination and accomplishment of the planning, scoping, design, construction, and direction of assigned projects. Manage project milestones and budgets of assigned projects. BA/BS degree in computer science, engineering, information science, information systems management, or other related studies.
