No (Due to clearance requirements and collaborative planning environment) Job Summary Obsidian Solutions Group is seeking a Senior-Level Capability Assessments, Experimentation & Future Requirements Analyst to provide comprehensive analytical support to SMWDC headquarters and senior Navy leadership. This position requires an experienced Surface Warfare Officer (SWO) with extensive knowledge of Navy planning processes, acquisition systems, and strategic analysis capabilities. The successful candidate will conduct capability assessments across all SMWDC mission areas, support experimentation programs, develop future requirements documentation, and provide critical analysis to support surface force readiness and modernization efforts. This role combines strategic planning expertise with hands-on analytical skills to influence Navy warfighting capabilities and budget planning processes.

Responsibilities

Support SMWDC HQ, Fleet Forces Command (FFC), Commander, Pacific Fleet (CPF), Commander, Naval Surface Forces (CNSF), and OPNAV in capability assessments across all SMWDC-owned mission area capabilities

Develop issue papers supporting future requirements to improve advanced training by conducting investment assessments comparing Program Objective Memorandum (POM) requirements to actual execution and delivery

Create plans and programs to improve warfighting performance and readiness of surface forces, integrating requirements into Surface Warfare Training Continuum (SWTC), Integrated Priority Capabilities List (IPCL), Fleet Training Warfare (FTW), Surface Ready Group (SURFRG), and other formal budgeting plans

Review, comment on, and draft Fleet Warfighting Concepts of Operation (CONOPS), Concepts of Employment (CONEMP), Tactics, Techniques, and Procedures (TTP), Tactical Bulletins (TACBULS), and Trainer Requirements Documents (TRD)

Evaluate and assess unit-level mission area readiness and operational capability through direct observation and performance metrics analysis to support advanced training phase preparation

Monitor Navy Component Commander (NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander (JFMCC), and Commander Task Force (CTF) staff readiness through direct observation and performance metrics analysis

Contribute to Fleet Collaborative Team (FCT) providing detailed technical and tactical recommendations for Warfare Improvement Program (WIP) and SMWDC IPCL development

Conduct analysis of Fleet Wholeness trends and projects, coordinating with Fleet offices to identify operational requirements and determine readiness improvements

Monitor operational proficiency trends and training / readiness shortfalls using Surface Warfare Advanced Tactical Training (SWATT) performance results, post-event analysis, Defense Readiness Reporting System (DRRS) data, and Fleet input

Compile, analyze, and consolidate technical information into clear documentation supporting programmatic performance metrics analysis for IAMD, SUW, ASW, AMW, and MIW systems

Develop and monitor inputs to Fleet Experimentation (FLEX) program for testing new technologies, conducting risk reduction measures, and refining tactical guidance

Support Technical and Modernization Working Groups, Knowledge sharing networks, SURFRG Working Groups, and Surface Warfare Enterprise initiatives

Provide analytical and technical analysis for impact studies, operational cost / benefit analysis, dependency models, and project tracking supporting capability assessments

Support Fiscal Year data calls with emphasis on POM Department of Navy (DON) and President's Budget activities

Evaluate surface force mission area continuums (AMW, IAMD, MIW, Surface ASW, SUW) annually prior to POM submission

Draft white papers, issue papers, concept papers, impact statements, technical reports, meeting summaries documenting analysis results and pertinent SMWDC planning activities

Qualifications

Current Security Clearance of SECRET

At least 15 years of recent experience as a Qualified Surface Warfare Officer (SWO)

At least 5 years of recent experience in technical writing, including Program Objective Memorandum (POM) issue papers, dual-use assessments, CONOPS, CONEMPS, or similar strategic documents

Knowledge of and / or experience with U.S. Fleet Forces Warfighting Improvement Process (WIP)

Experience within the last 8 years on OPNAV Staff in N8 (Integration of Capabilities and Resources) or N9 (Warfare Systems) branch, or equivalent strategic planning organization

Knowledge of and / or experience with DoD Acquisition process

At least 5 years of recent proficiency with Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint)

Strong understanding of Navy budget processes, POM development, and resource allocation procedures

Experience with surface warfare mission areas including IAMD, SUW, ASW, AMW, and MIW systems

Demonstrated ability to conduct complex analytical studies and present findings to senior leadership

Knowledge of Navy training and readiness assessment methodologies

Experience with Fleet experimentation programs and technology integration processes

Physical Requirements and Work Environment

Ability to work in office environments with classified computer systems and secure facilities

Must be able to handle classified materials in accordance with security protocols

May require extended periods of analytical work and computer-based research

Work environment includes participation in high-level planning meetings and strategic discussions

Ability to present complex analytical findings to senior military and civilian leadership

Travel

Minimal travel required, primarily for stakeholder meetings or training events as needed

Occasional travel to naval facilities or training centers may be required
