Basic Qualifications
Strong financial knowledge and experience managing government contracts, cost controls, and project budgets. Proficiency with Microsoft Excel and familiarity with enterprise financial systems, such as Deltek Costpoint, is highly desirable. Proven ability to supervise and mentor staff, with a thorough understanding of industry-standard project controls practices. Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (or equivalent professional experience). Minimum of 10 years of relevant experience in project controls or financial management, including some supervisory responsibilities. Experience with Earned Value Management (EVM) is a plus. U.S. citizenship with the ability to obtain and maintain a Public Trust clearance. Cost Management & Forecasting: Develop, implement, and maintain project cost controls, budgets, and forecasts for multiple concurrent projects. Financial Reporting: Prepare and analyze reports from Deltek Costpoint, CER systems, project dashboards, and other financial tools to provide leadership with clear, actionable insights. Contract Oversight: Monitor and control costs and schedules on government contracts, ensuring compliance with validated cost/schedule control requirements and government cost guidelines. Risk & Variance Analysis: Perform schedule risk assessments and variance analyses to identify potential cost/schedule issues and recommend corrective actions. Budget Development: Prepare budgets, financial forecasts, funding profiles, and sales outlooks to ensure programs remain within negotiated parameters. Baseline Management: Incorporate contractual changes into cost/schedule baselines, ensuring alignment with statements of work (SOW), program requirements, and funding availability. Program Planning Support: Develop and maintain program and Work Breakdown Structure (WBS) plans, ensuring requirements are properly captured and scheduled. Executive Collaboration: Provide senior leadership with timely, data-driven insights on program performance, risks, and funding needs. Team & Stakeholder Coordination: Represent the company at planning meetings, coordinate with contractors and related programs, and support integrated program reviews. Leadership & Mentorship: Supervise and guide junior project controls staff, promoting professional growth and maintaining adherence to best practices.
