Overview
Associate Vice President for Human Resources (AVP) at SUNY Empire joins a growing online public university. The AVP will lead employee and labor relations, provide thought leadership, and drive inclusive organizational practices in support of a diverse community of students, faculty, and staff. The role includes transformation and continuous improvement in HR areas such as employee and labor relations, technology, and learning. Change management and cultural redirection are critical, with emphasis on open, respectful environments, integrity, accountability, and strong communication within a team-oriented approach. The successful candidate will thrive in a dynamic environment, use data to inform decisions, and have expertise in HR, systems, data strategies, data security, and project management. The portfolio should reflect a commitment to equity-focused HR processes, policies, and initiatives alongside organizational excellence. The position reports to the Vice President/CHRO, leads a team of professional staff within the HR department, and collaborates with peers and other HR staff. The institution currently employs about 1,400 employees. Responsibilities
Employee and labor relations. Collaborating with the VP to build and empower a service-oriented HR unit that meets evolving needs and ensures consistent application of policies and processes. Fostering a collaborative and high-performing work environment in alignment with employment contracts, laws, policies, and the university's strategic plan. Ensuring human resources is a center of excellence in matters relating to employee engagement. Providing pragmatic, legally sound, best-practice counsel as a strategic partner, coach, and advisor to university leaders. Interpreting and guiding on labor contracts, discipline, and grievances in compliance with collective bargaining agreements and laws. Overseeing implementation of automated HR solutions and establishing a continuous improvement methodology for HR processes. Developing a data and analytics strategy in collaboration with the VP/CHRO. Representing the university at SUNY-wide HR meetings. Managing organizational changes to increase employee satisfaction and productivity. Oversight
Employee and labor relations. Learning and development initiatives that are relevant, timely, and engage the university community. Title IX and all HR-related compliance with federal, state, and local laws, as well as SUNY and SUNY Empire policies. Human Resources Information Systems and data analysis. Qualifications
Required Qualifications: Bachelor's degree from an accredited college or university. A minimum of 10 years of progressive HR and/or HR leadership experience with 4 of those years in employee and labor relations. Demonstrated experience with HRIS platforms (e.g., PeopleSoft, Banner, Workday, or similar). Demonstrated knowledge of HR management principles, policies, and procedures. Demonstrated knowledge of federal and state employment laws, policies, and regulations. Preferred Qualifications: Master's or terminal degree from an accredited institution. Higher-education or public-sector HR experience in a senior leadership or management role. HR certification (e.g., SHRM-SCP or SPHR). Special Information
SUNY Empire is headquartered in Saratoga Springs, NY, with locations in Manhattan and Rochester. Occasional travel may be required.
