Project Controls Director - Pharmaceuticals Manufacturing

The ideal candidate will have a proven track record of successful client delivery and managing project control teams, and will lead project controls services for major client accounts and support wider business initiatives as needed. Responsibilities

Establish and execute the high-level strategic direction of project controls, including cost, risk and schedule management. Lead risk workshops with the project team to identify risks, assess likelihood and severity, define mitigation actions and assign owners. Take the lead for project controls deliverables that require cross-functional input. Motivate the team with clear direction and goals. Assist with weekly team meetings to discuss progress and drive performance. Lead the development and production of regular reporting. Prepare documentation for project gateway and approval processes. Develop overall guidelines for project level chartering and partnering. Review the Project Master Schedule sequencing, interface milestones and critical path elements (developed by others). Develop and recommend the project budget, cash flow and financial plan. Oversee and lead the risk management process for the project. Develop the work plan that forms the Project Execution Plan (PEP). Review, critique and submit for approval the Project implementation plans as developed by project teams. Manage project estimating and lifecycle costing, including contingency methodology and estimate evolution through the project lifecycle. Develop and submit change management and impact mitigation strategies (scope, cost, schedule control, cost reduction initiatives). Develop controls to assure team performance against baseline metrics. Develop protocols and guidelines for diversity compliance, monitoring and reporting. Establish metrics and reporting basis for progress against the Project, Projects and Contracts, including performance measurement, forecasting, trending, issues, actions and overall status. Develop project guidelines for cost reduction initiatives and review cost reduction recommendations. Review project-level diversity recommendations and construction progress with recovery plans where needed. Review claims resolutions recommendations and collaborate with stakeholders to achieve consent. Establish ongoing risk processes and coordinate regular Monte Carlo analyses. Oversee project intake to develop robust business cases, estimates and schedules; consider end-to-end process improvements for project controls information from intake through closeout. Lead the Project Controls Team and ensure deliverables meet quality standards. SOX control responsibilities may apply where applicable. Qualifications

Bachelor’s degree in construction management, cost management, quantity surveying, engineering or a related field. Graduate degree in quantity surveying, cost management, construction management, or engineering is preferred. 12+ years of relevant project controls experience with portfolio controls experience. 5+ years managing high-performing project controls teams in a consulting environment. 5+ years experience managing project controls teams in a regulatory/mission-critical environment. Soft skills and client management are essential. Experience with Clean Room environments is beneficial. Knowledge of multiple contract delivery methods and their merits. Proven success with schedules, cost control, estimating and risk management. Experience implementing and managing a project controls system for major capital projects. Experience establishing and monitoring project baselines and performance metrics. Proficiency with project management software (e.g., Primavera P6, Microsoft Project) and advanced Excel for data analysis and reporting. Strong analytical and problem-solving skills with the ability to interpret complex data and provide insights. Knowledge of regulatory requirements, industry standards and compliance frameworks relevant to the project domain. Leadership skills with the ability to influence and motivate project teams toward objectives. Excellent presentation, verbal, written, organizational and communication skills.
