Overview
MSP Director of Maintenance (Aviation Director of Maintenance) – Maryland State Police, Aviation Command, Maryland. Responsible for managing, directing and overseeing administration of the Maintenance Operations Program for the MSP fleet of helicopters and fixed wing aircraft. Ensures aircraft maintenance, production control, and airworthiness in accordance with FAA regulations, manufacturer specifications and MSP Repair Station manual. Supervises Maintenance Control Supervisor classifications within the Aircraft Maintenance Division and oversees a $6 million operating budget. Requires on-call availability during emergencies and staff shortages. Work is performed in a hangar or an office.
Responsibilities
Manage the overall operation of Aviation Commands Maintenance Operations.
Maintain compliance with FAA regulations, inspection/compliance standards, and departmental policies and procedures.
Ensure all aircraft are maintained in airworthy condition.
Plan, schedule and forecast maintenance activities; manage a comprehensive maintenance budget.
Ensure adequate inspection aids, tools and equipment are available and serviceable.
Ensure maintenance personnel are adequately trained and qualified for their assigned work.
Oversee maintenance management training and input on scheduled training.
Manage tool control and calibration programs; ensure tools/test equipment are calibrated as required.
Ensure accurate and timely execution of inspection records, reports and forms.
Conduct internal and external facility audits as necessary.
Track inspections, time-between-overhaul (TBO) and life-limited components/parts for all aircraft.
Maintain aircraft records, maintenance data and flight data per FAA regulations and company policies.
Monitor maintenance logs and records for compliance with regulations, maintenance programs, ADs and policies.
Minimum Qualifications Education:
A Bachelor’s Degree in Aviation Management or similar field from an accredited college or university.
Experience:
Four years of Aviation Management experience in multi-aircraft operation.
Notes
Candidates may substitute four additional years of Aviation Management experience for the required education.
Candidates may substitute U.S. Armed Forces military service as a non-commissioned officer in Aviation Machinist Mate or Aviation Maintenance/ Aircraft Maintenance specialties on a year-for-year basis for the required experience.
Preferred Qualifications
Thorough understanding of applicable Federal Aviation Regulations used to determine airworthiness, repair, or alterations of an aircraft.
Experience managing an FAA-certified repair station or military equivalent.
Licenses, Registrations and Certifications
Valid and current FAA Airframe and Powerplant Mechanic Certificate.
Possession of a Maryland State motor vehicle operator's license if required for official use.
Special Requirements
Criminal background check and polygraph before permanent appointment; a criminal conviction may be grounds for rejection.
Medical examination after offer if required for the position.
On-call 24 hours, working weekends/holidays may be required; emergency essential employee.
Access to an automobile for official business if state vehicle is not available; mileage reimbursement may apply.
Substance abuse testing may be required under Maryland regulations.
