Overview

The CSP Group is partnering with the Missouri Health & Educational Facilities Authority (MoHEFA) to find their next Finance Director in Chesterfield, Missouri. MoHEFA is a special entity created by the Missouri legislature in 1979 to assist not-for-profit institutions in borrowing funds at the lowest possible cost to provide quality medical and educational services to Missouri residents. Interest paid on Authority bonds and notes is exempt from federal and Missouri state income taxation, resulting in materially lower interest rates for substantial savings on financing cost. Many types of health care and educational institutions across the state receive financing assistance from the Authority. Responsibilities

Serve as chief financial officer of the Authority. Implement the financial and accounting functions necessary to produce the Authority\'s monthly unaudited financial statements including accounts receivable and payable, invoices, bill payment, revenue collection, and payroll. Present the Financial and Operations Report/Investment Report during each Monthly Authority Board Meeting. Work closely with the independent auditor to prepare for and complete the December 31 fiscal year-end audit of both the operating fund and the restricted fund in a timely and accurate manner. Maintain all payroll records for correct wage and tax payment and accurate year-end State and Federal payroll tax reporting requirements. Facilitate efficient and effective process for managing Authority investments and cashflow, assist in selection of investments with Executive Director, facilitate transfer of funds to the new investment, plan investment schedule relative to cash flow needs. Prepare initial draft of annual budget with Executive Director and monitor status of current revenue and expenses on an ongoing basis. Research and develop recommendations for fixed asset and/or equipment acquisitions. Monitor computer systems and ensure effectiveness of equipment and programming. Expand and monitor Authority’s online capabilities. Manage posting of limited information to Authority website. Assist Executive Director with direct involvement with bond issues, participate as Authority representative, as needed, with respect to all Authority issuance activity. Serve as Assistant Secretary for legal purposes of Authority business such as signing of bond issuance documents and various other necessary documents. Track bond and note issues in progress, during closure, and after closure to record all pertinent information for Authority’s permanent records and reporting requirements. Maintain Excel spreadsheet database for all Authority records regarding bond issues, annual service fees, deferred revenue, bond trustees, etc. Participate in preparation for monthly Authority meetings, attend monthly meetings, assist with financial projects, or any other necessary matters. Develop and maintain relationships as needed with trustee banks, investment bankers, Authority\'s commercial bank, attorneys, borrowing institution representatives, and government officials. Attend National Association of Health and Educational Facilities Finance Authority (NAHEFFA) conferences as needed, participate on committees, facilitate relationships, and other activities. Administer financial aspects of existing programs developed by the Authority including the Health and Educational Loan Program (HELP) small loan program and any future financing programs. Administer the financial aspects of the Missouri School District Direct Deposit Program (DDP): maintain the system of accounting for the Program, work with auditors to complete necessary procedures for June 30 fiscal year-end review of the Program, maintain all records and reporting requirements for the Program, analyze Program compliance with respect to each transaction, facilitate Authority’s role as Program Administrator. Qualifications

Undergraduate degree in accounting; master\'s degree or CPA license preferred 5+ years of full-cycle accounting experience Good relationship and communications skills Self-motivated Strong organizational skills
