The Air District is accepting applications for the position of Deputy Executive Officer of Information Management. There is one vacant full-time position. This at-will position is appointed by the Executive Officer/Air Pollution Control Officer and serves a term of three years, which may be extended.
ABOUT THE AIR DISTRICT
The Bay Area Air District (Air District) was created in 1955 as the state’s first regional agency to regulate air pollution. The Air District regulates stationary sources of air pollution in the nine Bay Area counties: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma. It is governed by a 24-member Board of Directors consisting of locally elected officials from the nine counties, with representation proportional to population. The Board oversees policies, adopts regulations, and promotes and incentivizes clean air actions to reduce air pollution in its jurisdiction. The Board also appoints the Air District’s Executive Officer/Air Pollution Control Officer (EO/APCO), who implements policies, directs staff, and provides air quality leadership at state, national, and global levels. The Air District comprises about 538 staff members, including engineers, inspectors, planners, scientists, and other professionals. The Air District’s mission is to improve air quality to protect public health, reduce environmental inequities, and mitigate climate change. Six core values drive the District: transparency, partnership, environmental justice, equity, trust, and integrity. Strategic goals include reducing and eliminating health problems from air pollution, achieving air quality standards for all pollutants, creating high-quality regulatory programs, and leading emissions reductions in the Bay Area, while applying environmental best practices across operations. The District monitors air quality with a network of over 30 stations and issues Spare the Air alerts on high pollution days. It enforces stringent air pollution laws, provides incentives and grants for clean air, and prioritizes work in communities on the frontlines of pollution exposure. The District continues to face challenges from population growth, traffic, wildfires, and legacy burdens in underserved communities. The Air District is seeking a Deputy Executive Officer of Information Management. There is one (1) full-time, at-will position. The role is appointed by the EO/APCO and serves a term of three years, with potential extension. Under the direction of the EO/APCO, the Deputy Executive Officer provides high-level technical, policy, and strategic direction in managing the Air District’s programs and activities. The position oversees modernization of technology infrastructure, improvement of core business processes, and coordination of strategic cross-functional projects. It oversees the following functions: Enterprise Technology Solutions Identifies, develops, and implements technologies that enhance core operations, including permitting, inspection, enforcement, grants management, financial systems, and the public-facing website. Works with other service areas to streamline processes and ensure solutions meet staff and community needs. Information Services Designs, implements, and maintains IT infrastructure, including servers and networks, cybersecurity, business continuity, and disaster recovery. Provides user support and technical assistance to staff and external stakeholders, ensuring secure access to online services. Focuses on resilience and continuous improvement to protect data and systems and support air quality initiatives. Strategic Innovation The position oversees modernization projects and strategic plan implementation to advance the District’s mission and values of environmental justice, equity, integrity, partnership, transparency, and trust. The appointed, at-will position is accountable for setting priorities and goals for the assigned functions, acting as EO/APCO as assigned, and performing related duties. It includes, but is not limited to: Provides technical and policy direction and support to the EO/APCO and the Board. Represents the District in various settings with elected officials and other groups, interacting with diverse stakeholders. Plans, organizes, coordinates, and directs the work of assigned functions. Directs development and implementation of goals, objectives, policies, procedures, and work standards. Manages and makes policy recommendations regarding assigned programs and activities. Coordinates projects with other agencies. Ensures conformance with program schedules, budgets, and contracts. Develops and presents technical and policy issues and recommendations to the Board and EO/APCO. The District seeks an experienced, collaborative, and goal-oriented Deputy Executive Officer who can make high-quality decisions and ensure accountability. The candidate should be mission-driven, strategic, and able to guide a team. Strong interpersonal skills and ability to establish collaborative relationships. Knowledge of social, political, and environmental issues affecting air quality management programs. Ability to analyze complex technical and administrative issues and oversee complex information systems. Knowledge of current and emerging information technology developments and operations. Experience leading digital transformation, modernization of legacy systems, and integration of new technologies to improve operations. Experience overseeing enterprise IT infrastructure, including cybersecurity, cloud migration, business continuity, and disaster recovery in a public sector or regulated environment.
