Engineering Project Manager role at General Atomics. We have an exciting opportunity for an Engineering Control Account Manager (CAM) to join our EMS group located in Rancho Bernardo, CA. This position directly supports the Science & Technology Products superdirectorate by ensuring projects are contained within the defined technical scope, capturing and managing the technical work to be executed, managing task execution, and capturing performance status. The role balances technical planning/management with cost and schedule management; a technical background is a major benefit, along with experience and application of cost, schedule, and EVM processes. The CAM serves as a liaison between the engineering and program management departments, monitors progress, expedites critical path components, and resolves barriers to task completion related to design, quality, cost, and schedule. This position involves independent judgment and discretion about matters of significance.
Duties and Responsibilities:
Ensure complete technical scope is identified, defined, and captured to facilitate proper cost and schedule impact evaluation.
Build project schedules using tools such as Microsoft Project.
Oversee and monitor project schedule, timelines, and milestones from initiation to delivery to meet delivery goals.
Perform Earned Value Management (EVM) analysis to identify and document the root causes of cost and schedule variances.
Lead project teams to gather and provide project status to key stakeholders.
Coordinate departmental and/or cross-functional teams to assign and prioritize tasks focused on delivering new or upgrading existing products and/or services.
Estimate remaining project effort and cost as part of a regular Estimate at Complete (EAC) update process.
Analyze project labor and material expenditures for improper charging and other discrepancies.
Lead interdisciplinary teams to tackle project challenges.
Participate in request for proposal (RFP) process to develop Basis of Estimates (BOEs) and preliminary schedules to generate new business.
Develop Baseline Change Proposals (BCPs) to incorporate new scope into the project baseline.
Identify issues, analyze and interpret data, and develop solutions to a variety of non-routine challenges of diverse scope and nature.
Work with project team to decompose and allocate the scope documented in a Statement of Work (SOW) to create a Work Breakdown Structure (WBS) and an Integrated Master Schedule (IMS).
Flex adaptability to manage multiple projects and conflicting priorities.
Develop and manage large data sets in Excel to address specific program challenges.
Administers and maintain large scale tracking and burn-down workbooks beyond typical Earned Value Management including procurement tracking, drawing burn-down, and line-of-balance trackers for manufacturing and assemblies.
Guide engineers in the development of plans and time estimates.
Manage both developmental and production (manufacturing) programs.
Maintains the strict confidentiality of sensitive information.
Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
Ensure compliance with environmental and other regulations.
May be required to interpret and administer policies and procedures that impact project(s).
Perform other duties as assigned or required.
Job Qualifications
Typically requires a Bachelor’s in Business Administration or related discipline and nine or more years of progressively complex experience in the project administration field with at least three of those years in project management. Substitution of equivalent experience is possible.
Extensive understanding of project management processes and procedures, planning and scheduling methods, and budget management; ability to organize, schedule, and coordinate workloads to meet milestones and budgets.
Earned Value Management (EVM) / Control Account Management experience required.
Must possess:
the ability to initiate, plan, and manage projects
the ability to identify issues, analyze and interpret data, and develop solutions to non-routine matters of diverse scope
strong analytical, communication, documentation, presentation, and interpersonal skills
the ability to work independently and lead in a team environment
