The Aviation Department manages and operates the Phoenix Airport System, which consists of Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. Phoenix Sky Harbor serves more than 142,000 daily passengers with over 1,300 flights per day, served by 25 airlines with nonstop air service to over 140 destinations, including 25 international markets. Phoenix Sky Harbor has consistently been ranked as one of the busiest and best airports in the nation and has a total economic impact of more than $44.3 billion per year.

The Aviation Department seeks a dynamic airport business and properties leader with demonstrated experience in managing complex airport properties, revenue optimization, and leading large teams. The Deputy Aviation Director of Business & Properties (B&P) provides managerial leadership and direction for the Business and Properties Division, overseeing 30 professional staff in the day-to-day business operations of four business revenue program teams: Airline and Agency Affairs; Concessions; Parking Services and Rental Car Center; and Commercial Properties and Real Estate Development. The division manages the aeronautical revenue from airline and cargo tenants and aviation service and agency partners, as well as the non-aeronautical revenue from food services, retail, passenger amenities, advertising, parking, rental cars, and commercial properties and airport real estate development. Additionally, this division manages the general aviation leases with the fixed-based operators (FBOs) and specialized aviation service operators (SASOs) at Deer Valley and Goodyear airports. The division is responsible for a total revenue portfolio (aeronautical and non-aeronautical) of approximately $580 + million annually.

The Deputy Aviation Director of Business and Properties reports to the Assistant Aviation Director/Chief Revenue Officer. The position requires strong managerial abilities, technical expertise in airport business and revenue programs, familiarity with FAA regulations for leases and land development, negotiation and relationship-building skills, teamwork, initiative, discretion, and sound decision-making. Additional duties and management responsibilities may be assigned as necessary.

Ability to collaborate with and build relationships with diverse groups, including airport business tenants, customers, the public, elected and appointed officials, and staff at all levels of the Aviation department and other City departments.

Ability to mentor staff and build high-performing teams, supports professional development, and fosters a division culture of open communication, collaboration, innovation, service excellence, and accountability.

Strong interpersonal and business writing skills, public speaking, and presentation skills.

Strong knowledge, interpretation, and application of applicable federal, state, and city ordinances, codes, including Federal Aviation Administration (FAA) Regulations on concessions, leasing, and land development.

Knowledge of aviation industry revenue models and leasing structures for concessions, commercial real estate and properties, and general aviation business development.

Strong negotiation, analytical, and problem-solving skills, and makes informed and sound managerial judgment in a fast-paced work environment.

Exhibits a high level of integrity, discretion, and confidentiality in handling sensitive information and matters.

Advanced Aviation training and/or certification and/or accreditation.

SALARY Base pay range: $136,489.60/yr - $167,065.60/yr

Pay Range: $136,489.60 - $192,234.00 annually.

Hiring Range: $136,489.60 - $167,065.60 annually.

MINIMUM QUALIFICATIONS

Five years of responsible experience in airport management, planning and development, or public accounting.

Three of which must have been in a position supervising professional level staff.

Bachelor's degree in airport management, business administration, civil engineering, accounting, or a related field.

Other combinations of experience and education which meet the minimum requirements may be substituted.

An equivalent combination of related experience and education may be considered.

Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record.

PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus:

Two years of experience in airport business management spanning aeronautical and non-aeronautical tenants at a medium or large hub airport.

Master's degree in airport or aviation management, public or business administration, real estate, finance, or a related field.

Experience in managing large-scale airport concession operations.

Experience developing and monitoring budgets and forecasts.

Experience in interpreting, applying, and explaining federal, state, and local laws, rules, regulations, and policies related to the leasing of airport property and general aviation business development.

Experience in complex contract negotiations and lease agreement development.

Experience using KPIs, performance metrics, and data dashboards or analytics platforms.

Knowledge of airport business management, including revenue models and leasing structures.

Demonstrated ability to develop and maintain effective working relationships with all levels of Department staff and management, tenants, customers, elected officials, city executive and management staff, and representatives of governmental agencies.
