Primary Purpose Provides leadership and daily oversight of procurement operations, managing the Procurement Specialist II and Sourcing Specialist to ensure the efficient and compliant acquisition of goods and services, effective administration of key procurement processes and systems, and adherence to applicable policies, procedures, and regulatory requirements. No Essential Job Functions Plans, directs, supervises, and coordinates the work of assigned procurement staff, including hiring, coaching, evaluating, and, when necessary, terminating, in accordance with university policies. Manages the daily operations of the procurement department, ensuring requisitions, purchase orders, and sourcing activities are processed efficiently and in compliance with established policies. Serves as the primary point of contact and advisor for buyers and staff on procurement processes, policies, and the use of the computerized procurement system. Develops, delivers, and oversees training for direct reports and the broader university community on procurement policies, procedures, and systems to ensure consistent and proficient application. Analyzes spend data to identify trends, assists in developing acquisition strategies, and supports the Supplier Relationship Management (SRM) program by scheduling and participating in business reviews with key suppliers. Assists in developing and maintaining performance metrics for procurement activities, including buyer activity levels, supplier performance, and financial performance, to ensure departmental goals are met. Creates and presents regular reports on departmental activities, project progress, and key performance indicators. Serves as a liaison to other university departments, particularly accounts payable, to resolve discrepancies and address matters impacting the procurement function. Contributes to the maintenance and development of electronic procurement forms and templates to streamline processes. Supports the university’s Supplier Diversity Program by helping to foster relationships with diverse suppliers and ensuring procedures encourage their participation. Represents the Office of Procurement Management on assigned university committees, focus groups, and task forces. Participates in meetings, committees, and professional development opportunities. May represent the Director of Procurement at various university functions and/or meetings. Completes other projects as assigned. Performs other duties as assigned. Administration and Management - Thorough knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, leadership techniques, and coordination of people and resources. Personnel and Human Resources - General knowledge of recruitment, selection, and training procedures. Customer and Personal Service - Thorough knowledge of needs assessment, service standards, and user satisfaction evaluation. English Language - Thorough knowledge of English grammar, spelling, and usage. Advanced MS Office Suite (Outlook, Word, Excel, PowerPoint). Skills Negotiation - Proficient in vendor management and reconciling differences. Persuasion - Ability to influence others’ decisions. Management of Financial Resources - Knowledge of budgeting and expenditure accountability. Management of Personnel Resources - Ability to motivate, develop, and lead staff. Certified Public Procurement Professional (CPPP) or ability to obtain within one year from the date of employment. Required Education:
Bachelor’s Degree Required Experience:
1) Bachelor’s degree and minimum six (6) years’ experience in procurement or supply chain management, or 2) Ten (8) years’ experience in procurement or supply chain management. Prior supervisory experience. Preferred Qualifications Bachelor’s degree in Business, Management, Administration, or a closely related field. Procurement experience in a university environment. Experience with e-commerce tools. Professional procurement certification such as CPPB, CPPO, CPM, etc. Experience with SAP (Ariba) or other ERP systems. Is this a safety sensitive position?
