Posted Tuesday, May 13, 2025 at 4:00 AM | Expired Thursday, May 22, 2025 at 3:59 AM Location: Kentucky/Tennessee Divisional Headquarters Louisville, KY About this opportunity: Coordinates and manages the divisional disaster services programs for the Kentucky and Tennessee division across all phases of the emergency management cycle (i.e. preparedness, response, recovery and mitigation); develops, organizes and implements strategic plans for emergency operations and disaster service training; maintains current information on disaster service resource levels for personnel, equipment and supplies; develops disaster response teams and ensures personnel are appropriately credentialed; inspects disaster equipment, supervises maintenance, and ensures all mobile equipment can be deployed. Establishes systems and relationships with core vendors for procurement, distribution and warehousing of essential disaster supplies; is proficient in and regularly utilizes the national online disaster management system; manages relationships with KY and TN state emergency management agencies, state VOADs, and FEMA and identifies and trains a cadre of liaisons to state Emergency Operations Centers (EOCs) during a disaster activation. Key responsibilities: Manage relationships with Kentucky and Tennessee state emergency management agencies, state VOADs, and FEMA offices. Identifies, trains, and supports a cadre of liaisons to state Emergency Operations Centers (EOCs) during a disaster activation; makes contacts, offers support; attends meetings; establishes cooperative agreements; maintains working relationships; attains knowledge of all laws and operational procedures relative to the emergency management process. Research available suppliers for disaster supplies and establish agreements where appropriate on a divisional basis and/or collaborate with Territorial Headquarters and National Headquarters for possible territorial or national agreements. Such suppliers will include construction materials, clothing, housing, and personal items, operational supplies for services, food distribution, etc. Research and recommend communication systems to be used by the response teams; these may include cellular, satellite, and amateur radio systems; consult with other divisional coordinators and the territorial coordinator as necessary. Proposes long-term recovery (LTR) plans for major disaster events; proposes LTR programs, secure divisional approval, and recommends appropriate budget; engages social services and other related disciplines in LTR planning and programming; monitors LTR programs and provides regular progress reports to divisional and territorial leadership; support local Salvation Army units conducting long-term recovery operations, offering technical guidance and helping develop partnership support with external agencies. Processes requisitions through the appropriate board for disaster equipment, supplies, and vehicles. Processes requests from Territorial Headquarters for personnel deployments to disaster operations external to the KT division, securing appropriate division approvals, briefs deployed personnel. Collects and compiles required disaster reporting. This may include the preparation of situation reports, budget reports, and grant reports. Accepts 14-day disaster operations assignment (divisional and territorial) as needed. What we are looking for in you: Bachelors degree from an accredited college or university in Business Administration or a related field, and three (3) years experience in disaster services management or emergency preparedness, or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Ability to speak, read, and write in English. Certifications/Licenses: Must have (or qualify within 3 years of date of hire) as either a Certified Emergency Manager (CEM) or Associate Emergency Managers (AEM). Certification must be maintained for duration of employment. Must qualify as a certified Salvation Army emergency disaster services trainer within 1 year of hire. Physical Requirements and Working Conditions: Work requires the ability to lift and carry and/or push/pull heavy (50-100+) lb.) materials, supplies, and equipment frequently. Heavy mobility: duties are usually performed by combinations of standing, walking, climbing ladders or steps, bending, reaching, or transporting merchandise on a frequent change basis, relieved by fewer periods of sitting or operating a vehicle when traveling. Position involves regular travel across Kentucky and Tennessee, including overnight stays. Requires regular travel to and meetings at KT headquarters with divisional leadership. Position requires the employee to be on-call for disaster emergencies after-hours and on weekends, and on holidays. Position requires occasional out-of-town travel to conferences, exercises, trainings, and other events 2 7 days.
