The Center for Laboratory Sciences (CLS) is based on the Richmond Campus which employs more than 1,200 people. The Richmond Campus is a flat, 29-acre property located in Richmond's Marina Bay. The CLS serves to protect and promote the health of all Californians through innovative and collaborative infectious disease and environmental testing, including provision of investigation and surveillance activities which form the basis of disease response and prevention. The CLS coordinates emerging scientific capabilities in testing, analytics, and communications, supporting the public health laboratory system at state, local, and national levels. The Center relies on a continuous improvement infrastructure as a core value, developing solutions that emphasize a culture of quality and performance through performance management. The Drinking Water & Radiation Laboratory Branch (DWRLB) is staffed with approximately 35 professionals who support a variety of Public Health programs by conducting studies and providing scientific expertise and laboratory services. DWRLB provides environmental radiation/radiochemistry measurements, shellfish toxin testing, research on emerging chemical contaminants, testing of opioids and illicit drug residues, and is an accredited clinical laboratory for testing toxic substances and their metabolites. DWRLB conducts wastewater surveillance to detect viral and bacterial pathogens and performs water testing for microbial pathogens and indicator organisms. Job Description And Duties Educational pay differentials apply: Master’s Degree = 2% of monthly base pay; Doctoral Degree = 3% of monthly base pay. If both degrees are held, only one differential applies. This position supports CDPH’s mission by coordinating sample collection from wastewater utilities across the state, processing samples, performing laboratory testing, reporting detected pathogen results, and evaluating results for trends and correlation with reported case numbers. The Research Scientist Supervisor I (Microbiological Sciences) (RSS I, MS), acting as Microbiology Supervisor in the Wastewater Surveillance Section (WWSS) of the DWRLB, serves as a first-line supervisor, executes experimental designs, oversees daily program activities, and collaborates with RSS II (MS) on strategy development and implementation. RSS I (MS) provides support to primary analysts and implements laboratory systems for delivering weekly experimental data from wastewater surveillance monitoring, including accreditation and certification; provides technical support for laboratory systems and operations; communicates resource needs for continuity of laboratory services; and serves as the primary supervisor to bench scientists and other personnel. The incumbent reports to the WWSS Chief, RSS II (MS) of the WWSS in the DWRLB. Desirable Qualifications In addition to evaluating each candidate’s relative ability, the following factors will be used for competitive evaluation: Demonstrated subject matter expertise in pathogen detection, molecular methods (e.g., qPCR, RT-qPCR, next-gen sequencing), and environmental sampling methodologies Experience managing and mentoring scientific or technical staff in public health, academic, or regulatory settings Strong understanding of quality assurance and quality control standards in laboratory operations and environmental sampling Statement of Qualifications (SOQ) An SOQ is a narrative discussion describing how the applicant’s education, training, experience, and skills meet the Desirable Qualifications.
