Overview
Under general supervision of the Chief Medical Director – Ambulatory Care, is responsible for medically directing patient care teams of physicians, mid-level providers, and nurses in one or more Federally Qualified Health Center (FQHC) site.
The County of Ventura offers an attractive compensation and benefits package. In addition to the salary of approximately $219,417.77 - $307,184.88 annually, an employee within this position will also be eligible for the following:
Educational Incentive: May be eligible for an educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion bachelor's degree, OR 5% for completion of a graduate's degree.
Bilingual Incentive: Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.
Executive Administrative Leave: The candidate selected for this position will earn 248 hours per year, increasing to 288 hours after 5 years of service, and to 328 hours after 10 years of service, and to 368 hours after 15 years of service or other public service. Credits for prior public service may be considered (Management Resolution, 1202A).
Annual Leave Redemption: Ability to redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, 1205).
Deferred Compensation: Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan with up to a 3% employer match. Effective February 9, 2024 and annually thereafter, eligible employees meeting criteria will receive two percent (2%) of annualized compensation contribution towards their 401(k) account.
Health Insurance Plans: Medical, dental, and vision plans for you and your dependents. Flexible credit allowance of up to $23,530 annually.
Flexible Spending Accounts: Pre-tax reimbursement for dependent care and health care expenses.
Holidays: 12 paid days per year including a floating holiday.
Pension Plan: County retirement plan with potential reciprocity with other public retirement systems, such as PERS.
Public Service Loan Forgiveness (PSLF): Potential eligibility for student loan debt relief under PSLF.

The Position
The Clinic Medical Director reports to the Chief Medical Officer - Ambulatory Care. The Clinic Medical Director is responsible for fostering a culture of collaboration, teamwork, clinical excellence, and superior operational performance. They oversee clinical operations standards, policies, and procedures, and oversee both physicians and APPs. The role executes strategies, ensures quality goals and metrics are communicated to clinic providers and staff, assists in developing clinical protocols and processes, oversees quality improvement initiatives, and ensures clinic access and productivity.

Examples Of Duties Director Duties
Provides medical direction and administration including developing clinical practice guidelines.
Monitor the quality and appropriateness of medical care in clinic in accordance with quality metrics required by accrediting or licensing bodies.
Prepare reports on quality performance, productivity, and documentation delinquency with clinic administrator.
Address provider performance issues with oversight by the Chief Medical Director - Ambulatory Care.
Manage provider relationships and enforce clinical and administrative policies and guidelines among physicians.
Participates in recruitment for new providers.
Engages and communicates with clinic providers regarding work standards.
Supervises physicians and mid-levels; oversees quality assurance activities and clinical peer reviews.
Supports local governance over provider schedules and aligns with County ambulatory scheduling policies.
Reports to Clinic Leadership Team and Executive Team.
Participates in provider and medical care team meetings and other requested meetings.
Supports strategic planning by Agency leadership as needed.
Establishes linkage with pharmacy, dental care, and community referral resources to expand community referrals.
Collaborates with agency businesses, dental, pharmacy, and lab managers to address mutual concerns.
Fosters relationships with the local medical community and attends medical society functions.
Addresses patient complaints related to clinical care.
Performs other duties as assigned.
Physician Duties
Provides comprehensive, family-oriented, culturally sensitive clinical care for patients throughout the life cycle.
Prescribes medications and treatments, monitors progress, and adapts as required.
Immunizes patients and provides vaccines.
Advises patients on evidence-based lifestyle changes and self-management goals.
Coordinates with care team to ensure high-quality patient care and treatment goals.
Works with high patient volumes and manages workflow changes.
Follows workflows that support quality improvement and patient access.
Explains care plans and procedures clearly to patients.
Supervises nursing staff, writes orders, and ensures proper documentation.
Orders and interprets tests; refers to specialists as needed.
Maintains accurate medical records and adheres to documentation policies.
Keeps problem and medication lists updated; responds to portal messages timely.
Counsels patients and families on conditions and obtains consent for treatment.
May participate in an on-call system and attends relevant meetings.
Follows safety protocols and maintains CME requirements.
Performs related duties as assigned.

Education, Training And Experience
The required knowledge and abilities can be obtained by five (5) years of experience as a primary care physician and two (2) years of experience in a leadership position in a primary care health setting.
Necessary Special Requirement(s)
Must be a licensed physician with the State of California.
Must be able to meet the VCMC Medical Staff Credentialing requirements as outlined in the Medical Staff Bylaws.
