Summary
The Enterprise Payer and Pharmacy Optimization Executive Director is responsible for driving system wide transformation across pharmacy-related operations. This role oversees the integration of clinical, financial and operational strategies to ensure the formulary, contracting, and care delivery models align with Moffitt Cancer Center institutional goals. The Executive Director is responsible for negotiating the Cancer Center's pharmaceutical contracts, both evaluating and negotiating pharmaceutical purchasing (GPOs, manufacturers, wholesalers, etc.) and the impact to margins under highly complex payer reimbursement and payer policies, driven by drugs utilized under a patient’s healthcare benefit for hospital inpatient and outpatient services. The Executive Director actively participates in Moffitt's strategic planning initiatives to provide insights for the future growth of the Cancer Center. The role additionally reports under a matrixed alignment to the Vice President, Chief Pharmacy Officer, thereby actively supporting Pharmacy responsibilities as part of a strategic partnership.
The Executive Director is responsible for developing the negotiating posture related to contract terms and conditions for each negotiation. This includes the development and communication of the negotiation strategy as well as the execution by the Contracts team. The Senior Director is responsible for advancing pricing strategies and terms that support the strategic initiatives of the organization. The Senior Director will design proactive initiatives with third parties that optimize finances and opportunities for greater efficiencies. The Executive Director is responsible for addressing health plan policies and trends across the revenue cycle including patient access, financial clearance, and patient financial services departments. He/she ensures that the Cancer Center's pharmaceutical contracts are performing as intended. The Executive Director facilitates regular meetings with health plan/payer/manufacturer representatives to foster strong working relationships and provide a forum for Cancer Center departments to solve problems.
Minimum Education
Master's Degree, Master’s in Business Administration, Healthcare Administration or related field Minimum Experience Required Minimum of ten (10) years' experience in a hospital, health plan, group purchasing organization, or pharmaceutical manufacturer in a leadership capacity with the following experience: • Managed care and/or pharmaceutical contracts, healthcare finance, strategy, or healthcare management. • A minimum of five (5) years of progressive experience in a healthcare provider or payer setting. • Pharmacy operations, contracting or clinical pharmacy strategy within a health system, academic medical center or oncology-focused environment. • Formulary management and pharmacy cost containment, including experience negotiating and managing pharmacy contracts, including value-based pharmaceutical arrangements. • Leading enterprise-level pharmacy transformation initiatives, aligning clinical, operational and financial goals. Minimum Skills/Specialized Training Required Comprehensive knowledge and understanding of pharmaceutical contracts and practices with strong strategic skills in the development of new relationships and new payment models. Experience collaborating with multidisciplinary teams, including finance, clinical leadership, supply chain, managed care and informatics. Strong executive presence and communication skills, problem-solving, with the ability to influence and lead cross-functional initiatives. Demonstrated competence in building and leading effective and cohesive teams in a matrix environment. Excellent negotiation skills, including the ability to influence those over whom he/she has no formal authority. Demonstrated success in building and maintaining positive and effective relations between physicians, hospital leadership, team members, and other key stakeholders. Excellent written, oral, and presentation skills to clearly communicate and define strategies and resulting impacts to stakeholders. Preferred Experience 5+ years’ experience in healthcare revenue cycle or payment integrity process. 3+ years’ experience with Oncology and/or cancer-related field, especially as it related to reimbursement of pharmaceuticals and payer emerging issues in GPO environment. CPN (Chartered Professional Negotiator) certification or similar certification for negotiation skill.
