Tier Status EX-9Supervisory 88102/Professional1 This highly responsible supervisory and technical position functions as a member of the GIS Team in the development and maintenance of the County's Enterprise Geographic Information System (EGIS). Working in conjunction with Division goals and guidelines, the GIS Coordinator works with various county and municipal departments to ensure that their needs for GIS information and services are met on an ongoing basis. Supervises assigned staff as directed. This position is responsible for the performance, integrity, high availability, repair, and recovery of the EGIS. The level of responsibility is significant and duties are highly complex and technical in nature. Duties are performed under the direction of the GIS Division Manager. Essential Functions and Responsibilities

Enters spatial data using established workflows and methods through the use of use of coordinate geometry and other heads-up digitizing methods. Produces standard and custom maps using ArcGIS software. Reviews GIS & GPS data for accuracy by applying established specifications. Creates and edits data from various data sources with accompanying attributes and metadata. Performs complex geoprocessing and geospatial analysis. Fulfills data requests and inquiries from various customers (both public and private). Performs outreach functions to publicize the Division's GIS services and promote the use of GIS throughout the region. Maintains and continually upgrades knowledge of GIS functionality, principles, and practices. Stays abreast of new trends and innovations in the field of GIS, database design, and related hardware and software. Leads collaboration with other GIS staff and various county and municipal departments to understand their geographic data needs. Leads in the development and implementation of goals, objectives, policies, and priorities for the enterprise GIS. Leads in the development of GIS applications and solutions, training programs to expand the use of GIS, and data collection, input, and modeling standards for GIS data. Leads in the maintenance of GIS software, applies patches, and troubleshoots technical problems. Evaluates and recommends new and additional GIS software. Performs advanced, complex GIS and related dataset design and analysis. Makes critical decisions in the development and integration of spatial technologies, design and maintenance of spatial databases, and development of GIS deployment strategies. Creates and maintains Web Mapping Applications via ArcGIS Online and ArcGIS Enterprise Portal. Creates and maintains automated geo-processing tools and scripts utilizing ModelBuilder and Python. Maintains hosted ArcGIS Data and Applications via Amazon AWS. Administers ArcGIS Enterprise Geodatabases stored within Microsoft SQL Server. The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department. Performs other related duties as assigned. Minimum Qualifications

Bachelor's degree from an accredited college or university in GIS, geography, information system management or a closely related field. (Master's degree is preferred); AND Five (5) years of progressive experience designing, implementing, and maintaining Ersi Geodatabases in a multi-user editing environment, which includes experience with ArcGIS Online to manage profiles, groups, publishing of data, Esri Open Data tools, and Collector for ArcGIS. A comparable amount of training and/or experience may be substituted for the minimum qualifications. Licenses and/or Certifications

Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program. Geographic Information Systems Professional (GISP) preferred. Knowledge, Abilities and Skills

Knowledge of and experience with the design, installation, configuration, management, maintenance, and sustainment of ArcGIS Server and associated sub components including ArcSDE along with ESRI GIS suite of products. Knowledge of the fundamentals of GPS receivers and skill in their use for data collection. Knowledge of the methods, practices and techniques of spatial relational database modeling. Knowledge of the principles of data entry, including heads-up digitizing of data from aerial photography. Strong capability of spatial analysis and cartographic skills. Proficiency in authoring Python scripts and creating models in ArcGIS ModelBuilder for automation of routines and geoprocessing. Proficiency in MS SQL database management: create, edit, update, join, append and query data from spatial and non-spatial relational databases. Advanced-level proficiency using ArcGIS 10.x software suite. Advanced-level proficiency using ArcGIS Pro. Ability to have good interpersonal and communication skills to deal with public. Knowledge of project management and organizational skills. Proficient in MS Word, Excel, and Outlook. Ability to work and maintain reliable full-time attendance. Ability to speak, write, and comprehend English language. Ability to work independently and maintain productivity with minimal supervision. Ability to establish and maintain effective working relationships with fellow employees, division and department heads, public/private sector contacts, and County administration. Ability to express ideas clearly and concisely, both verbally and in writing. Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction. Ability to utilize personal computers, standard office equipment and standard software applications such as word processors, database software, and spreadsheet applications. Ability to operate a variety of devices such as scanners, printers, and large format plotters.

Physical Requirements/Environmental Conditions Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, etc.) or irate customers, extreme noise, odors, heights and/or dust.

This position requires some exposure or risk to physical health and/or physical safety (e.g., outdoor weather and/or field conditions, etc.). This position may require the use of Personal Protective Equipment (PPE).

Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.

Work Location Remote Eligible -

This position is assigned to a county worksite. However, in the sole discretion of Bay County BOCC, this position may be eligible for telework within the State of Florida.
