HR Director (7597U) - College of Engineering Dean's Office. The Human Resources Director reports to the Executive Assistant Dean for the College of Engineering and provides leadership for the staff HR function across the College, guiding HR policies, programs, and services for recruitment, compensation, employee relations, labor relations, benefits, training, workforce planning, and organizational development. Departmental overview: The College of Engineering at UC Berkeley is recognized for educational and research excellence, with a multiunit Dean\'s Office providing administrative, student services, development, and capital projects services. The HR Director works with department managers and HR professionals to advise on staff HR matters and to support an inclusive, equitable work environment. Responsibilities

50% Human Resources Planning, Analysis, and Project Management; Human Resources Administration and Management The HR Director provides leadership and creative solutions for effective use of human resources for the College. Works with Department Managers to define HR objectives and develop short- and long-term strategies. Recommends improvements to personnel policies and practices. Develops and coordinates staff HR plans (strategic and operational) and implements objectives through department managers. Conducts CoE compensation trend analyses and consults with Central HR for market data to advise salary recommendations and competitive hiring. Interprets campus and system-wide staff policies, contracts, and programs; ensures consistent application across units. Oversees implementation and customization of campus programs (STAR Awards, Merit and Across the Board Pay Programs, Career Compass, PPSM, labor contracts, policy changes); provides tools and training via managers for program implementation. Promotes an inclusive work environment and integrates diversity into staff HR programs; operationalizes diversity in HR protocols. Represents the CoE in campus meetings on personnel policies and practices; collaborates with ERSO on operational matters related to staff HR. Analyzes proposals from HR, central campus units, and system-wide bodies; represents the College on staff HR issues including policy revisions, classifications, salaries, diversity, leaves, grievances, recruitment, and HR systems. May serve on campus-wide committees and acts as impartial reviewer of staffing disputes beyond the CoE. Leads special HR-related projects; defines scope, delegates, executes plans, and presents to audiences. Manages coordination of staff HR activities for the College with accountability for costs, methods, and staffing results. Acts as consultant and primary HR contact for the CoE; advises senior management on HR matters and guides managers on policy administration; makes recommendations on operational and budget processes, staffing, finance, space planning. 15% Total Rewards Administers staff merit pay programs within campus guidelines; ensures equity and performance alignment. Analyzes and approves CoE staff salary actions (reclassifications, hires, transfers, promotions) ensuring compliance with FLSA, campus policy, and union contracts. Performs compensation trend analyses and coordinates with Central HR for market data to inform salary recommendations. Oversees classification and reclassification reviews; collaborates with departments and central Compensation. Guides managers and supervisors in developing performance standards and evaluation processes. Direct benefits for CoE Dean\'s Office staff; coordinates with central HR on benefits issues and compliance; provides back-up support to smaller departments. 15% Employee & Labor Relations Coaches managers on performance issues; advises on complex personnel matters, terminations, grievances; mediates as appropriate with delegated authority. Responds to grievances and guides managers through processes; investigates harassment or discrimination concerns with campus partners as needed. 10% Recruitment and Organizational Assessment Oversees staff recruitment, selection, and waivers; advises on organizational needs, staffing patterns, work design, classifications, and diversity strategies. 10% Organizational Diagnosis/Development Provides analysis of organization and staffing; recommends realignment and change management; manages budgets and operational processes; orients new staff; serves as department benefits counselor; collaborates with ERSO on HR processes; oversees FTE budgeting and requests. Required Qualifications Bachelor\'s degree in related area or equivalent experience Broad knowledge of organizational and system-wide personnel policies and applicable laws Direct knowledge of university HR management information systems Strong written and oral communication skills; ability to present to diverse audiences Ability to hire, evaluate, and develop subordinates; strong collaborative leadership Understanding of unit goals and how to achieve them; capacity to handle difficult situations Seven to ten years of progressively responsible HR management experience, with knowledge of labor contracts, dispute resolution, and higher education context Knowledge of HR policies, data systems, and employment laws relevant to a large research university Strong consulting, relationship-building, and strategic thinking skills; ability to influence across levels Ability to manage multiple priorities, ambiguity, and conflict Salary & Benefits For information on UC Berkeley\'s benefits, see the Compensation & Benefits site.
