The Chesterfield County Procurement Department is hiring Senior Contract Officer/Senior Sourcing Officer (multiple positions) to support the County and Schools in procuring commodities, services, construction and professional services as well as contract administration for Chesterfield County and Chesterfield County Public Schools.
What You Do and How You Do it: Senior Sourcing Officers manage the competitive procurement processes, formal and informal, and Senior Contract Officers administer contracts from inception through closeout, to include vendor performance, contract modification and dispute resolution. All work is performed in compliance with the Virginia Public Procurement Act, Chesterfield County Code, policies and procedures. Conduct innovative, complex procurements. Review and analyze assigned procurement requisitions. Responsible for determination of the most appropriate method of procurement to be utilized for the source selection of high profile and complex construction projects, goods, and services. Coordinate, assist, research, analyze and develop scopes of work, specifications, evaluation methods, and criteria for development of IFB's and RFP's for construction, goods, and services contracts. Provide guidance, educate and advise using departments during the process of evaluating bids and proposals. Review and analyze justifications for award/non award to ensure the integrity of the county's procurement procedures. Plan, coordinate, and conduct pre-bid/preproposal conferences for the procurement of major and complex construction projects, goods and services. Identify, evaluate the benefits, and coordinate cooperative procurements. Conduct and manage negotiations; conduct procurement and administer contracts, work with firm's legal counsel, and County Attorney's Office during the development of contracts and bid/contract disputes. Respond to requests for information under the Freedom of Information Act. Conduct onsite visitations of vendor facilities to ensure vendors' capability of successfully meeting contractual obligations. Review and approve requests for changes in construction, goods, and services contracts. Manage multiple projects. Ability to use a variety of information technology systems to perform daily tasks. Perform other work as required.
Here's What You Need: Bachelor's degree in business, public administration, or a related field; three years of professional experience in public sector procurement or contract administration; or an equivalent combination of training and experience required. We prefer one of the following certifications Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Virginia Contracting Officer (VCO); Strong oral and written communication skills and solution focused Strong organization, time management and computer skills Assertive and confident - especially when being challenged Independent thinker and decision maker Experience with IT procurements would be beneficial The hiring range is $71,395 - $96,382 annually.
