As a SWPPP Planner you will be responsible for developing, implementing, and maintaining stormwater pollution prevention plans for a construction site to ensure compliance with EPA and TCEQ regulations under the National Pollutant Discharge Elimination System (NPDES). Responsibilities include site inspections, BMP installation oversight, regulatory liaison, documentation, and corrective action coordination to prevent runoff pollution into waterways. The role requires strong technical skills, communication abilities, and a thorough understanding of environmental permits and stormwater management. Key Responsibilities:
Develop SWPPP Documents: Create detailed plans that outline potential sources of stormwater pollution at construction or industrial sites and the measures to prevent it. Ensure Regulatory Compliance: Verify adherence to federal (EPA), state (TCEQ), and local regulations, including NPDES requirements. Conduct Site Inspections: Perform routine field inspections to assess site conditions, monitor BMP effectiveness, and document any non-compliance. Coordinate Best Management Practices (BMPs): Oversee the proper installation and maintenance of erosion and sediment control measures, such as silt fences and sediment basins. Liaise with Regulatory Agencies: Interact with environmental regulators, project managers, and other stakeholders to ensure ongoing compliance and resolve issues. Manage Documentation: Keep accurate records of inspections, findings, corrective actions, and other relevant data to meet permit requirements. Mitigate Environmental Impacts: Work to minimize sediment and pollution runoff from construction sites and industrial facilities, preventing contamination of water bodies. Conduct inspections as prescribed in the project's Storm Water Pollution Prevention Plan and in compliance with the Texas Pollutant Discharge Elimination System (TPDES) Construction General Permit (CGP) as administered by the Texas Commission on Environmental Quality (TCEQ). Communicate findings and proposed corrective actions to project team. Qualifications:
Basic Requirements:
Technical Expertise: Strong understanding of stormwater management principles, erosion control, and hydrology. Regulatory Knowledge: Familiarity with EPA, TCEQ, and local stormwater regulations and permitting processes. Field Experience: Ability to conduct site inspections in various weather conditions and operate necessary equipment. Communication: Effective written and verbal communication skills for reporting, coordinating, and negotiating with various parties. Attention to Detail: A meticulous approach to documentation and monitoring is crucial for ensuring compliance.
Preferred Qualifications:
Bachelors or Associates degree in Civil or Environmental Engineering. Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
