Propulsion Controls Engineering has a job opening for a Training Officer at our San Diego, CA location. PCE
is a full service electro-mechanical repair and diesel repair contractor.
PCE has garnered a wealth of extensive experience in successfully executing major system overhauls across numerous ports throughout the world on virtually every class of ship currently in operation.
Position Summary A Traning Officer designs, delivers, and maintains training and development programs for skilled trades (welders, machinists, diesel mechanics, HVAC/R, Riggers, etc.) under the Personnel Qualification Standards (PQS) framework. This position works closely with subject-matter experts, trades leadership, safety, and employees to ensure that both foundational and advanced trade skills are effectively developed. Essential Duties Responsible for the education and training of personnel involved in the day-to-day operation of the Ship Repair activity. Conducts training needs assessments to identify gaps in skills and knowledge across the organization. This involves collaborating with department heads, managers, and employees to gather insights and feedback. Facilitates training sessions for employees at all levels. Must be adept at using various instructional techniques and technologies to ensure an engaging and effective learning experience. Proficiency in designing instructional materials and training programs that are engaging, effective, and aligned with adult learning principles. Updates and maintains the PCE Personal Qualification Standard (PQS) Matrix. Responsible for training and maintaining documentation of required OSHA 10-hour maritime industry training, ensuring employees are aware of hazards encompassed within the Maritime industry. Responsible for training and maintaining documentation for various industrial activities required (Forklift, Boom Lift, Scissor Lift operations in accordance with Federal and company requirements. Responsible for training employees as necessary to meet the needs of the Government and Customers as required. Develop training materials as requested or needed. Other duties as assigned, requested or needed. Position Requirements Education and Experience: High School diploma or GED certificate or equivalent education and experience. Minimum 3 years of training/teaching experience in industrial / skilled trade environment (military/marine or ship repair industry preferred). Certification in Training and Development is a plus. Knowledge, Skills and Abilities: Extremely organized and detail-oriented. Strong interpersonal skills and ability to collaborate with management. Proficient in Microsoft Office Suite or related software. OSHA 5400 Maritime Instructor preferred. Maritime Knowledge preferred. This position may require access to U.S. government or military sites. As such, candidates must be eligible to obtain base access clearance, which includes passing a background check and presenting valid government-issued identification. Per federal requirements, acceptable ID must be REAL ID-compliant or an approved form of federal identification, such as a valid U.S. passport.
