Overview

Data Analyst (Austin) role at Texas Workforce Commission (TWC) within the Department of Analytics and Evaluation (A&E) in the Information Innovation & Insight (I|3) division. The Data Analyst will learn quickly, value public service, and pursue analytical work to unlock the power of data to improve TWC's services for Texas employers, individuals, families, and communities. Office location: 101 E 15th St, Austin, Texas.

Team context: The Data Analyst will work with the Education, Career, and Training Services (ECATS) team, which has eight members. The team specializes in TWC’s Adult Education & Literacy (AEL) and Career & Training (C&T) data. AEL builds foundational skills in adult learners and supports families and instructors, with partnerships to connect children from underserved backgrounds to high-quality early education and care. DOL’s C&T Programs include initiatives such as SNAP E&T, NCP, and various veterans\' services. Team members operate collaboratively and are encouraged to cross-train and mentor each other, with opportunities for networking and professional development across I|3, TWC, and national workforce system partners.

Qualifications note: Candidates must have excellent active listening skills and deliver feedback constructively. An advanced level of linguistic proficiency and communication is required for consideration. TWC will not consider applicants requiring sponsorship for an employment visa. You must be a Texas resident to work for the Texas Workforce Commission or be willing to relocate to Texas.

What You Will Do

  • DATA ANALYST III: Performs moderately complex (journey-level) data analysis and data research work, including detailed analysis and extensive research on data, providing results, and monitoring and implementing data quality. Works under general supervision with limited latitude for initiative and independent judgment.
  • DATA ANALYST IV: Performs complex (journey-level) data analysis and data research work. Works under general supervision with moderate latitude for initiative and independent judgment. May provide guidance to other data analysts and identify data gaps, errors, anomalies, inconsistencies, and redundancies by analyzing data content, structure, and relationships.

You Will Be Trusted To

  • Develop, implement, and optimize databases, data collection systems, statistical modeling, and data analytics techniques
  • Contribute to experimental or quasi-experimental studies to assess causal impact of AEL and workforce program interventions
  • Conduct multiple simultaneous tasks and prepare ad hoc analyses and reports on short timeframes
  • Formulate and deploy methods for mitigating and correcting data entry, integrity, and collection issues
  • Present, interpret, and meaningfully contextualize data for technical and nontechnical audiences
  • Communicate and collaborate effectively with AEL, workforce, and other program staff, subject matter experts, and others
  • Develop and follow data governance, peer review, and quality assurance policies and protocols
  • Demonstrate proficiency in computer programming and data analytic software use
  • Perform other work duties as assigned and required to cultivate the agency’s programs
  • Commit to continuous professional development to cultivate technical skills and program knowledge
  • Perform related work as assigned

You Qualify With

  • Data Analyst III: Two years of full-time experience in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
  • Data Analyst IV: Three years of full-time experience in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
  • Both Levels: Relevant academic credits may be applied toward experience qualifications for this position.

You Are a Great Fit With

  • Data Analyst III: Knowledge of SQL, Python and/or R; training/experience in descriptive and inferential statistical techniques for business and economic decision making (e.g., measures of central tendency/dispersion, probability distributions, sampling distributions, confidence intervals, hypothesis testing, simple linear regression, correlation). Additional techniques such as forecasting, generalized linear models, nonparametric testing, hierarchical models, and interactive data visualization are desirable.
  • Data Analyst IV: Knowledge of SQL, Python and/or R; experience in descriptive/inferential statistics for business/decision making and mixed methods program evaluation; experience with forecasting, generalized linear models, nonparametric testing, and interactive data visualization; at least two years of experience in data analysis, research, compilation, and/or reporting in public administration/healthcare contexts (e.g., AEL or another workforce program).
