Overview
Navstar is looking for a Software Engineer to join a high performing agile team using the Scaled Agile Framework (SAFe) methodology to support a nationally significant and fast-paced program. Program execution follows DEVOPS best practices and employs robust development, test, and production environments. The program uses Behavior Driven Development (BDD) and test automation tools alongside a full suite of team collaboration tools. This program is focused on injecting new technology and adding advanced capabilities over the coming three years while continuing to support an on-going mission and operational system.
The Software Engineer will perform software development activities as a member of an agile development team. Development includes turning agile stories into implementable concepts, through development, testing and deployment of the new capabilities in this complex system. Following the BDD pattern, developers are responsible for implementing robust testing leveraging DEVOPS automation and, where appropriate, use of test automation tools. Opportunities exist for server-side business logic, as well as client web application and UI development. Technologies include Java, Python, embedded C/C++, Java cryptographic framework, XML, web UI and special purpose device programming.

Navstar is an award-winning organization supporting mission-focused IT programs in the National Security space. This role is located in Annapolis Junction, MD, with TS/SCI clearance with Polygraph required.
Required Skills and Qualifications
The Software Engineer will contribute individually and as part of an agile team. Responsibilities include participating in program increment planning, analyzing complex system requirements, using design tools, and applying software engineering principles to ensure code is modifiable, efficient, reliable, understandable, fault tolerant, and reusable. The candidate will promote code reuse, support cross-program collaboration, and create common functions for developers and testers. The role also includes automating scripts and deploying to test/production environments.
- Active TS/SCI clearance with Polygraph required.
- Experience with Java.
- Experience or familiarity with multiple: Java/JEE, Python, C/C++, SQL, SOAP, WSDL, WADL, PERL, PowerShell, VBS, Eclipse, Postgres, Oracle, Jenkins.
- Experience with Web Application UI development, databases/structures, and familiarity with JSON, HTML, XML, XSLT.
- Experience with cryptographic systems concepts (symmetric and asymmetric cryptography, ASN.1 encoding, XML canonicalization, digital signatures).
- Experience developing on Windows and/or Linux.
- Professional experience with web services.
- Strong understanding of sound software development principles and practices.
- Ability to plan and prioritize tasks; strong verbal and written communication.
- Independent thinker able to perform high-quality work independently or in a fast-moving team.
- To be considered for this role, candidates must meet the requirements for one of the following skill levels
- Senior: Seven (7) years as a SWE in programs/contracts of similar scope; Bachelor’s degree in Computer Science or related field required. Four (4) years of additional SWE experience may substitute for a bachelor’s degree.
- Expert: Fourteen (14) years as a SWE in similar programs; Bachelor’s degree required. Four (4) years of additional SWE experience may substitute for a bachelor’s degree.
- Subject Matter Expert (SME): Twenty (20) years as a SWE in similar programs; Bachelor’s degree required. Four (4) years of additional SWE experience may substitute for a bachelor’s degree.
Desired Skills and Qualifications
- Experience with JEE (EJB, JPA, JTA, JAX-B, JAX-RS, JAX-WS), SQL, application servers (Tomcat, WebLogic, JBoss), scripting.
- Experience with requirements management, secure systems engineering and development, trade-off analysis, interface control, testing, and CI.
- Experience on Agile teams using practices such as Pair Programming, TDD, Refactoring, and ATDD.
- Experience with FITNesse, Mockito, Cucumber, Unified Functional Tester (UFT), Selenium.
- Experience with Behavior Driven Development (BDD).
- Secure Software development practices (e.g., Layer 7 Policy).
- Experience with SAFe methodology or as a member of an agile team.
- Additional experience in J2EE, Python, C/C++, SQL, SOAP, WSDL, Postgres, Oracle, Mongo, PowerShell is a plus.
Pay Rate
In compliance with Maryland’s Equal Pay for Equal Work law, the annual base salary range for this position is $100,000 - $275,000. This range represents the base pay for this role and is provided per Maryland requirements. Actual compensation may vary based on scope, qualifications, experience, skills, internal equity, and market conditions. A hiring bonus of $10,000.00 may be offered, subject to applicable contingencies and Navstar policy.
