Develops and monitors an annual division operating budget. Oversees the daily activities of the PART Planning Division staff. Oversees the visioning and strategic planning processes for the Planning Division and Planning Division managed regional work programs and projects. Assists PART CEO in the hiring, training, disciplinary action, evaluation, and professional development of all PART Planning Division staff. Assists in the evaluation of overall program effectiveness. Assists PART CEO in providing excellence in communications with civic groups, the business community, and other groups and organizations. Transportation Planning Duties
Ability to oversee and manage a regional travel demand modeling program, with knowledge of required data inputs including socio-economic data, maintenance processes, and application of model results for planning decisions. Coordinates the analysis of existing and new transit routes. Coordinates the development of regional transportation plans to support economic development initiatives in areas needing regional coordination. Manages Regional Transportation Demand Management program. Establishes regional multi-modal needs, priorities, and funding strategies. Provides technical support to MPOs and Rural Planning Organizations (RPOs) regarding transportation plan updates and/or air quality conformity analysis. Oversees the development and maintenance of GIS mapping. Acts as a resource for local, regional, and statewide transportation/land use planning activities for transit oriented developments and multi-modal transportation systems and interconnections. Provides professional transportation planning support to the CEO/General Manager. Communications/Collaborations Duties
Ensures PART is represented at all TCC/TAC meetings within PART boundaries. Meets regularly with regional transportation planning stakeholders to understand their needs, issues, and concerns. Coordinates regional initiatives and keeps regional stakeholders apprised of current and planned regional activities. Desirable Skills, Knowledge and Abilities
General management/leadership skills and the ability to manage multiple staff. Excellent oral and written communications skills. Strong analytical thinking and professional judgment. Knowledge of transportation planning practices including bike/pedestrian planning, GIS analysis, project development, and/or travel demand. Knowledge of growth allocation and scenario planning principles particularly as they apply to transportation planning. Experience and knowledge of planning software programs such as TransCAD, Remix, CommunityViz, GIS. Knowledge of state and federal planning requirements (Title 23 U.S.C., air quality conformity regulations and procedures, NEPA, environmental planning regulations, and related state regulations). Knowledge of MPO/NCDOT-TIP processes and related planning practices. Knowledge of pedestrian/bikeway planning, safety education, public transportation planning, and roadway facility planning. Knowledge of fixed route and paratransit bus operations, administration, and funding sources and policies. Ability to effectively manage professional staff, consultant contracts, budgeting, internal/external communications, and public involvement efforts.
