Job Title Senior Program Director

(hybrid role; onsite at Albany, NY as needed)

Responsibilities

Provide leadership and project management for a large independent assessment contract, including management of several hundred staff, and maintain collaboration with state Medicaid leadership and stakeholders.

Own full P&L for overall planning, direction, and control of contracts to achieve operating goals; supervise operations to meet financial targets.

Lead a team of clinical and non-clinical professionals responsible for eligibility assessments to ensure long-term services and supports for vulnerable populations.

Maintain clear, direct communication with operational directors and staff regarding business opportunities, resource needs, and profitability goals.

Represent the contract within Acentra Health and to external stakeholders, advocate for contract needs, and coordinate with senior leadership on technology enhancements and resource planning.

Advise leadership on environmental challenges and opportunities; develop engagement opportunities with stakeholders.

Participate in meetings with stakeholders and potential partners (e.g., Health Departments, medical societies).

Set productivity expectations to achieve contractual targets and identify opportunities for process improvement, redesign, and automation.

Ensure headcount scales appropriately for workload and volume while meeting financial targets.

Develop and implement retention plans with Human Resources; hold sub-vendors accountable for quality resources.

Monitor contractual requirements, deliverables, and budgets; prioritize work to align with customer objectives.

Research and interpret relevant legislation, policy, and regulations to anticipate changes and plan solutions.

Serve as Subject Matter Expert (SME) and represent Acentra Health at industry meetings and state events.

Foster a one-company orientation across the organization, collaborating with operations, HR, IT, business development, data, contract compliance, and other units; engage in cross-regional activities to improve efficiency.

Operate in a highly matrixed environment with multiple business units.

Read and adhere to all corporate policies, including HIPAA Privacy and Security Rules.

Qualifications

Required Qualifications:

Bachelor’s degree in health care administration, public health, nursing, health information administration, social work, or related field.

Minimum 5+ years of experience in program management leading large teams for government sector health care entities.

Experience with Medicaid, state government agencies, and contract administration functions.

Experience working with vulnerable populations and long-term services and supports; home and community-based services experience preferred.

Ability to work in a complex, competitive environment with diverse racial, ethnic, and socio-economic factors.

Hybrid work arrangement requiring onsite presence in Albany, NY as needed.

Preferred Qualifications:

Master’s Degree strongly preferred.

Experience with the New York Medicaid program and healthcare environment.

Experience with independent assessment program development and implementation.

Proven ability to engage and influence stakeholders across government entities, providers, and associations (prefer NY experience).

Experience with business development, strategic planning, and implementation of state Medicaid contracts.

Understanding of operations for large volumes of medical eligibility and assessments.

Advanced problem solving and analytical skills; leadership ability to influence beyond the role and build credibility with NY Medicaid leadership and across the company.

Ability to assess people and situations and mentor others.

Compensation Pay range: Up to USD $173,500/year. Based on compensation philosophy and factors such as experience and skill level.
