This position serves as an Application Development Programmer/Analyst performing difficult and specialized professional work pertaining to the development, support, enhancement, and upgrade of client-server-based applications and web-based systems for the Department of Innovation & Technology (DoIT), supporting the Department of Corrections (DOC). In this role you will assist users in resolving problem areas encountered in the daily operation and use of client-server and web-based applications, conduct feasibility studies and evaluate user information technology needs and analyze alternatives. This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position. Responsibilities

Under general direction, serves as an Application Development Programmer/Analyst performing difficult and specialized professional work pertaining to the development, support, enhancement, and upgrade of client-server-based applications and web-based systems for the Department of Innovation & Technology (DoIT), supporting the Department of Corrections (DOC). Assists users in resolving problem areas encountered in the daily operation and use of client-server and web-based applications analyzing user requirements, hardware/software problems, and user/staff procedures. Conducts feasibility studies and studies for system conversions and enhancements. Evaluates user information technology needs and analyzes alternative approaches. Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields. Requires one (1) year of professional experience in Application Services or a related Information Technology field. Specialized Skills

Requires one (1) year of professional experience designing, coding, testing, implementing, and maintaining client server-based information systems or web-based information systems utilizing PowerBuilder with PowerBuilder's Foundation classes and/or other object-oriented programming language such as C#, VB.Net. Requires one (1) year of professional experience developing and maintaining data objects within an enterprise-level relational database utilizing MS SQL 2008+ or other DBMS, including stored procedures, triggers, views, and performance tuning. Requires one (1) year of professional experience developing and deploying applications using PowerBuilder IDE, Microsoft Visual Studio IDE, SharePoint, Microsoft Azure DevOps, and/or Microsoft Dynamics CRM. Requires one (1) year of professional experience utilizing SQL Server Reporting Services (SSRS) and SQL Server Integration Services (SSIS) to develop reports and manage data integration workflows. Preferred Qualifications

One (1) year of professional experience developing and maintaining data objects within an enterprise-level relational database utilizing MS SQL 2008+ or other DBMS, including stored procedures, triggers, views, and performance tuning. One (1) year of professional experience developing and deploying applications with PowerBuilder IDE, Microsoft Visual Studio IDE, SharePoint, Microsoft Azure DevOps, and/or Microsoft Dynamics CRM. One (1) year of professional experience utilizing SQL Server Reporting Services (SSRS) and SQL Server Integration Services (SSIS) to develop reports and manage data integration workflows. One (1) year of professional experience with Windows 10 or higher OS and Microsoft Office applications including Word, Excel, Access, PowerPoint, and Visio for documentation, reporting, analysis, and presentations. Working knowledge of performing feasibility studies, system analysis, and developing technical recommendations for application development projects, including system conversions and enhancements. Developed verbal and written communication skills with the ability to present technical information clearly and concisely to both technical and non-technical audiences. Ability to gain and maintain effective working relationships with agency staff, technical teams, and external partners. Conditions of Employment

Requires the ability to verify identity and self-disclosure of criminal history. Requires employment authorization to accept permanent full-time position with the State of Illinois. Requires the ability to pass a position specific, agency required background check. Requires appropriate, valid drivers license and the ability to travel in performance of duties. Requires the ability to work outside of normal hours to meet deadlines. Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone and any other required equipment or devices. Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties. Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)). Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing. Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Departments zero tolerance Drug Testing policy.
