The Responsibilities of the PASCAL Executive Director:

The Partnership Among South Carolina Academic Libraries (PASCAL) is a library consortium of 56 academic libraries within South Carolina's public and independent higher education system. PASCAL is situated within the South Carolina Commission on Higher Education (CHE). The PASCAL Executive Director provides strategic and operational leadership to advance PASCAL's mission: to support timely and universal access to information resources and library services - through creative use of technology, central licensing, and collaborative action - in order to support a highly productive knowledge environment for students, faculty and staff at every member institution of higher learning in South Carolina. This involves fostering collaborative initiatives in shared technology, content licensing, resource sharing, collection management, training, and affordable learning.

Board & Governance Relations

Serve as the chief executive officer of the consortium and as an ex officio, non-voting member of the Board of Directors.

Assist the Officers, Board of Directors, and committees in conducting the affairs of the Board and general membership, providing documentation, information, advice, and other support as requested.

Ensure the Executive Committee, Board of Directors, and general membership are advised on all significant matters of PASCAL’s business.

Strategic Leadership & Vision

Provide forward-thinking leadership for PASCAL, monitoring and analyzing trends in the library and higher education landscapes.

Periodically update these priorities in consultation with key stakeholders.

Assist the Executive Committee, Board, and designated subcommittees in developing current and long-range goals as well as strategies and procedures for their implementation.

Service Excellence & Innovation

Oversee management of consortium programs.

Ensure the sustained provision, quality, and value of PASCAL's core services, including Shared Licensing of Electronic Resources, Universal Borrowing (PASCAL Delivers), Shared Library Services Platform (SLSP) management and support, Training and Professional Development for member libraries, and Collaborative Collection Development.

Identify and guide the development of new programs and services to address the evolving needs of the membership and the South Carolina higher education community.

Financial Management & Procurement

Work with the PASCAL Board and the CHE to manage finances and procurement for programs and services.

Work closely with the Treasurer to prepare the annual budget and revenue plans.

Manage revenue collection and expenditures, ensuring that continuing contractual obligations and prudent financial procedures are fulfilled.

Secure and manage funds from member institutions and the state.

Advocate for PASCAL's budget and member support by communicating its value, return on investment, and benefits of services provided at scale.

Manage procurement, license agreements, and contracts in conjunction with CHE financial management and other appropriate state agencies on behalf of the consortium.

Seek alternative funding sources (e.g., grants, etc.) to support the work of the consortium.

Team Leadership & Development

Oversee day-to-day operations, including staff supervision, program development and delivery, budget and records management, and customer service.

Foster a supportive, collaborative, and team-oriented environment that encourages professional growth and knowledge sharing.

Directly supervises team leaders and the operations manager.

Advocacy & Representation

Act as the principal spokesperson and representative for the organization.

Interface with relevant state agencies and organizations to advocate for the needs of South Carolina's academic and research libraries and their users.

Facilitate strong communication within and among various stakeholders and foster collaborative relationships among members.

Advocate for the needs of South Carolina's academic and research libraries and their users to state officials, higher education leadership, and other key stakeholders, aligning with PASCAL's mission to support the success of nearly 200,000 students at 56 institutions.

Develop constructive relationships with partners, allied organizations, granting agencies, etc., and work with members of the higher education community to address issues and initiatives of common interest.

Represent PASCAL across the state, region, nation, and internationally.

Other Duties as Assigned

Perform other duties appropriate to an executive leadership role, contributing to the overall success and strategic direction of PASCAL.

Qualifications

Master's degree in library/information science from an ALA-accredited institution.

Ten (10) years of progressive responsibility and leadership with a library, consortium, library vendor, and/or equivalent setting.

Additional Requirements

Ability to adapt to rapidly evolving conditions and to successfully overcome challenges.

Ability to travel throughout the state of South Carolina and outside of the state.

Demonstrated ability leading complex projects with multiple stakeholders and team members.

Outstanding organizational, analytical, written, verbal, presentation, and problem-solving skills.

Position may require overnight travel.

Position may require employee to work evenings and weekends.

Proven experience in budget and financial management.

Supervisory or team leadership experience.

Thorough knowledge of academic library program evaluation, management, and operations particularly in context of university systems or consortia environments.

State and Regional Expertise: In-depth knowledge of the higher education and library landscapes within South Carolina or the Southeast.

Experience or familiarity with operations in statewide governing, policy, and coordinating boards of postsecondary education.

Strong evidence of successful advocacy efforts within the higher education and library communities.

Demonstrated team leadership capabilities.

Experience in grant-writing and grant fund management.
