Position Information

The TxDOT Support Services Division is seeking a highly organized and detail-oriented individual for a Resource Management Analyst position in the Facilities Planning and Management Section. This group focuses on working independently and as a team to support all 25 districts with facilities management. The available position requires experience in data management and analysis as well as financial reporting and budget forecasting. The position will require proficiency in utilizing computer systems software applications, specifically Microsoft Excel, Teams, Word, Power Point, and Outlook.

Position Description

Resource Management Analyst I

Salary Group B22-$57,614-$93,138

Monitors budget activities and assists with budget preparation; analyzes human resources, equipment and resource data management; and performs budget/resource forecasting and reporting. Analyzes expenditures, revenues, economic trends, and process effectiveness to develop and run scenarios for administrative planning purposes. Work requires contact with other governmental officials. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor .

Resource Management Analyst II

Salary Group B24-$65,104-$106,634

Monitors budget activities and assists with budget preparation; analyzes human resources, equipment and resource data management; and performs complex budget/resource forecasting and reporting for District or Division . Analyzes expenditures, revenues, economic trends, and process effectiveness to develop and run scenarios for administrative planning purposes . Work requires contact with other governmental officials . Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Resource Management Analyst I

• Analyzes data trends and creates reports or correspondence to explain resource expenditures, economic impacts, or monthly/ad hoc reports

• Assists in preparing correspondence to the Legislative Budget Board.

• Compiles data for upcoming fiscal year budget requests and/or financial and special reports.

• Completes internal budget adjustments within district or division strategy parameters.

• Researches legal statutes and historical financial information.

• Reviews requests for additional funds or resource reallocation; evaluates justification, recommends actions and answers inquiries on budget/resource related matters.

• Updates and publishes various statistical reports and manuals.

• Performs other job responsibilities as assigned.

Resource Management Analyst II:

All of the above, and:

• Prepares correspondence to the Legislative Budget Board .

• Performs advanced and complex budget tasks .

• Prepares legislative impact statements, Legislative Appropriations Requests, troubleshoots FIMS discrepancies, and monitors budgets within area of responsibility .

• May serve as a lead worker and the related tasks .

• May train other employees

• Reviews requests for resource reallocations, evaluates justifications, recommends actions and submits Automated Budget Requests .

Minimum Qualifications:

Resource Management Analyst I

Education : Bachelor's Degree in accounting, finance or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience : 1 year budget analysis and forecasting or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Resource Management Analyst II

Education : Bachelor's Degree in accounting, finance or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience : 3 years budget analysis and forecasting or related work experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications : Valid driver's license. This position requires driving a state vehicle.
