located in Headquarters Boise, ID . The Idaho Transportation Department is recruiting for an experienced IT professional that will oversee a software development team for ITD, with a primary focus on developing and supporting applications for current and future use. This position will identify the needs of the department and make architectural decisions on how to best meet those needs with current and modern development strategies. This dynamic position is based at ITD Headquarters in Boise, Idaho, and requires demonstrated knowledge, skills and experience. The ideal candidate will be a forward-thinking individual focused on modern development practice and using the latest technologies and strategies in application development. To include the use of Artificial Strategies (AI) when and where appropriate. Note: This position requires a criminal background check and may include statewide travel. EXAMPLE OF DUTIES MANAGEMENT: Coordinate and negotiate IT resources in support of agency initiatives Directs IT staff working across multiple competing priorities Evaluate organizational performance, effectiveness, and processes Performs and manages conflict resolution between staff and organizations OPERATIONS: Ensures resources and organizational teams are operating and prioritized effectively Directs the integration of technology solutions across multiple units Directs, develops, and presents to management various analyses and solutions Develops and manages current and future budget plans to meet service delivery and quality goals Negotiates contracts with vendors for IT equipment and services Evaluates performance and service delivery effectiveness and recommends ideas and methods for improvement SERVICE DELIVERY: Meets with agency customers on a regular basis to ensure open and frequent communication as it relates to ITS service delivery and quality expectations Handles and addresses service delivery issues directly, and/or in coordination with other ITS managers Ensures agency customers are well informed of ITS operations that impact them Participates in customer strategic planning and project support to ensure technology is delivered timely and meets customer expectations Addresses service quality issues and develops service quality and improvement plans MINIMUM QUALIFICATIONS Good Knowledge of:

Management practices Considerable Knowledge of: Current trends in information technology Computer hardware and software capabilities and limitations Experience: Supervising the staff and activities focused on application development or a related IT function. Participating in short-and long-range IT planning includes developing and implementing policies and procedures. Experience in .NET, Visual Studio, GitHub, CoPilot, Blazor, Entity Framework, and other Microsoft development tools. Experience working with vector databases such as Qdrant and Chroma.
