Overview
IT Project Manager (Software Development) — Rockville, MD (Hybrid). Highly motivated, flexible, organized, and detail-oriented IT Technical Project Manager to join our team. This role is hands-on, responsible for managing delivery and day-to-day activities, and overseeing a small team of developers and testers. The candidate should be able to work in a hybrid model with in-person Office presence required twice a week and in-person interviews as needed. A background in .NET development and a long tenure with prior roles is preferred. Client will consider candidates with a strong track record of customer service and delivery on short to mid-term multi-year projects. Responsibilities and the PM’s role include supervising personnel, managing senior-level customer relationships, and overseeing delivery and process/quality improvements for specific products and initiatives. The role requires juggling multiple priorities in a fast-paced environment and delivering high software development maturity through Agile practices. The Agile PM should be experienced in Agile Scrum or equivalent (SAFe is a plus) and able to implement best practices from past experiences, with an emphasis on Agile and DevOps for high-profile federal projects and transformation initiatives. Responsibilities
Collaborate with federal managers and customers to define scope, project roadmap, timelines, and delivery plans. Develop a roadmap with priorities and continuously adjust based on changes. Interface with stakeholders to discuss, prioritize, and plan functional and technical enhancements. Provide single point accountability for all contractual deliverables and communications. Conduct root cause analysis, review RCA and lessons learned with the customer. Facilitate Agile ceremonies (planning, backlog grooming, retrospectives). Maintain good working relationships with clients and stakeholders to support project deliverables and business vision. Create weekly and monthly status reports outlining tasks, status updates, and resource needs. Deliver projects using appropriate Agile project management methodologies, learning and iterating frequently. Define roadmaps for products and translate into user stories. Lead collaborative planning to prioritize work against team capacity and capability. Interact with the client to understand business value streams and project needs. Responsible for release schedules and alignment with master schedules. Manage scope creep through change control, maintain the product backlog, and continuous backlog grooming. Create risk registers and mitigation plans for projects. Develop, coordinate, and manage project elements (backlogs, schedules, milestones, budgets, risks, action items, deliverables). Develop and maintain strategic themes from client priorities and translate into program objectives and features. Perform frequent project status reviews with stakeholders and gather metrics for reporting to management. Coordinate with other project teams (Development, Hosting, QA/Testing, Analytics). Job Requirements
Bachelor’s degree in Computer Science, Business Administration, Management Information Systems, or related field. Experience: 3 years of managing customer-focused IT projects; 3 years of experience developing and implementing project management plans. 5+ years of experience as a Project Manager in a federal work environment is a plus. Excellent client-facing and internal communication skills (written and verbal). Strong organizational skills with attention to detail and ability to multitask. Solid working knowledge of Microsoft Office.
