Overview
This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties Perform staff management over flight training activities of subordinate flying units, including unit aircrew flight currency and ground training programs. Prepare implementing directives/instructions for flight operations/training in furtherance of units’ mission accomplishment. Provide staff management over aircraft operations and resources. Monitor progress of selected missions, when required, through gaining command or Air Force Reserve Command (AFRC) command centers, as appropriate. Provide the Director and Division Chief with trend analyses/status reports on all assigned flying units and advise of problem areas and needed corrective actions. Ensure assigned units meet or exceed readiness and compliance requirements and can support upgraded, modified, or new aircraft. Monitor unit taskings that establish annual tours of active duty and maintain surveillance to ensure commitments are met. Represent the Numbered Air Force (NAF) at conferences, seminars, and meetings to provide a Reserve management perspective, and participate in staff assistance visits and inspections. Develop and prepare compliance and inspection report summaries, documenting findings and corrective actions. May be required to fly in commercial and/or military aircraft for TDY May require overtime or uncommon tour of duty with brief advance notice Disclosure of Political Appointments is required Direct Deposit required for federal employees Mobility required; may be reassigned/moved to another unit/location Additional conditions related to DoD and AFRC policies Qualifications In order to qualify, applicants must meet the specialized experience requirements described in the OPM Qualification Standards for Air Reserve Technicians (ART) flying positions. Applicants must meet the following requirements: Flying hours/certification:
Must have been awarded or qualify for a USAF Navigator or Combat Systems Officer rating, hold a valid aviation service aeronautical order, possess a minimum of 1,000 Total Military Flight Time, and be instructor qualified in the unit aircraft with instructor qualification in the MDS. Federal Time-in-Grade (TIG) (GS positions):
Merit promotion applicants must meet applicable TIG requirements. One year at the GS-12 level is required for GS-13 consideration. TIG applies if you are in a current GS position or held one within the previous 52 weeks. Knowledge, Skills and Abilities (KSAs):
Knowledge of rated aviator expertise, flying and mission operations, formulating plans for flying operations and unit training, understanding relationships among Air Force Reserve entities, ability to plan and organize workload, and ability to communicate effectively. Additional information This ART position requires participation in unit training assemblies and may include some non-ART duties not to exceed about 30 percent of responsibilities. It is an AFRC key management position focused on mobilization capability and policy influence. The incumbent must be a rated aircrew member and may be required to fly regularly.
