Position Overview QinetiQ US is seeking a highly skilled Senior Operations Research Analyst (SORA) to support a federal law enforcement agency client. This role is critical in providing advanced analytical capabilities to support the agency leadership in decision-making, policy formulation, and strategic planning. The SORA will be responsible for formulating and applying mathematical modeling and optimization methods to develop and interpret information that assists agency leadership with critical operational decisions. This position requires expertise in predictive analytics, data visualization, operations research, and strategic planning to support the Law Enforcement Lifecycle.

Predictive Analytics & Modeling

Lead development, maintenance, and enhancement of agency suite of Discrete Event Simulation (DES) models to capture all components of the Law Enforcement Lifecycle

Provide subject matter expertise in analytics and reporting requirements meetings with agency staff and stakeholders

Identify gaps in agency decision support tool development and recommend improvements for data collection, quality enhancement, and forecasting methodologies

Evaluate and implement artificial intelligence, data visualization, and business intelligence platforms including Python, GitHub, Qlik, Tableau, ArcGIS, Databricks, and Palantir Foundry

Maintain and improve agency-related geospatial capabilities and Logistics Optimization Decision Support Tools

Perform recurring model maintenance, support, and governance activities

Prepare models for official DHS accreditation including comprehensive documentation of design, methodology, requirements, and decision-making processes

Data Visualization & Engineering

Design and develop advanced visualizations using standard and non-standard datasets

Build and maintain data pipelines ensuring smooth data flow from multiple sources to data warehouses

Perform extract, transform, load (ETL) operations to prepare data for modeling and analysis

Implement data quality reviews, cleaning, and validation processes

Integrate structured and unstructured data from disparate sources

Analyze data to identify patterns, insights, and trends

Design scalable systems capable of handling large data volumes

Implement security measures to protect sensitive data and ensure compliance with privacy regulations

Strategic Planning & Assessment

Evaluate and recommend logistics systems, processes, and tools for agency operations

Support business process re-engineering and requirements gathering for electronic data capture systems

Create user guides, standard operating procedures, and training materials

Perform change management activities to streamline adoption of new tools and processes

Support creation of process efficiencies within headquarters and field operations

Advanced Research & Studies

Conduct rapid deployment support for special projects including proof of concepts and prototypes

Perform rigorous academic research and evidence building to support agency modernization

Conduct issue investigation, root cause analysis, and best practice evaluation

Support new process development and implementation

Provide change management support for field deployment of new technologies

Project Management Support

Coordinate regularly with Unit Chief and federal staff on project status and recommendations

Manage contract staffing changes and onboarding processes

Maintain coverage during standard business hours (9 AM - 5 PM EST) and provide emergency contact for high-priority weekend/holiday requests

Communicate schedule changes and staffing updates in advance

Assist in the professional and technical development of fellow staff

Required Qualifications

Bachelor's degree in Operations Research, Applied Mathematics, Statistics, Data Science, Industrial Engineering, or related quantitative field

Minimum 10+ years of experience in operations research, predictive modeling, and data analytics

Experience with government contracts and federal agency support preferred

Experience in law enforcement, immigration, or homeland security domains highly desirable

Technical Skills

Programming & Analytics : Advanced proficiency in Python, R, SQL, and statistical analysis

Business Intelligence Tools : Expertise with Tableau, Qlik, Power BI, or similar platforms

Database Management : Experience with large-scale database systems and data warehousing

Modeling Software : Proficiency in discrete event simulation, optimization software, and mathematical modeling tools

Geographic Information Systems : Experience with ArcGIS or similar geospatial analysis tools

Cloud Platforms : Familiarity with Databricks, AWS, Azure, or similar cloud-based analytics platforms

Version Control : Experience with GitHub or similar collaborative development platforms

Core Competencies

Strong mathematical and statistical modeling capabilities

Expertise in machine learning and artificial intelligence applications

Advanced data visualization and storytelling abilities

Experience with ETL processes and data pipeline development

Knowledge of data governance and security best practices

Understanding of algorithmic bias mitigation techniques

Project management and stakeholder communication skills

Security Requirements

Ability to obtain and maintain appropriate federal security clearance.

Background investigation required.

Must be U.S. citizen.

Preferred Qualifications

Experience with Palantir Foundry or similar advanced analytics platforms

Background in logistics or operations analysis

Federal security clearance or ability to obtain clearance

Experience with statistical software packages (SAS, SPSS, etc.)

Knowledge of project management principles

Understanding of change management concepts

Exposure to immigration or law enforcement operations
