GS-9 : To be eligible at the GS-9 level, you must meet at least

ONE

of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience : One full year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as experience performing budget or financial management work which demonstrates knowledge of budget and finance principles, practices and methods to perform budget execution, formulation, financial reporting, and internal control functions. Examples of specialized experience include collecting and analyzing statistical data to support financial reporting and program evaluation; reviewing and validating budget and program data for accuracy, consistency, and compliance with regulations; monitoring obligations and expenditures to ensure they are properly maintained; compiling and preparing budget requests with supporting documentation for management review. Education : One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Master’s or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience : Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. Qualifications (continued)

GS-11 : To be eligible at the GS-11 level, you must meet at least

of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience. Specialized Experience : One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as performing budget or financial management work which demonstrates an intensive knowledge of budget and finance policies, principles, and practices sufficient to manage the budget process. Examples include formulating and executing budgets to support program directives and organizational objectives; overseeing financial management operations to ensure efficiency, compliance, and accountability; ensuring obligations, expenditures, commitments, and available balances are accurately maintained and fully documented; conducting audits, tracking funds, and developing statistical reports to evaluate utilization of funding and support decision-making. Education : One of the following types of education in a closely related field (e.g., Accounting, Financial Management, Public Administration, Business Administration): a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Combining Education and Experience : Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Note:
