Overview

The NYC Department of Design and Construction, Engineering Audit Office Division seeks to hire an Executive Director. Under the direction of the Engineering Audit Officer (EAO), with broad latitude for independent judgment, the Director will oversee the execution of Engineering Audit functions and serve as the Alternate Engineering Audit Officer in the absence of the EAO. Responsibilities

Direct and supervise the audits and certification of capital design and construction payment requisitions to the agency, including partial, substantial, final, and retainage payments for construction equipment and related consultant service contracts, in accordance with Comptroller Directives No. 2, 6, and 7. Manage Deputy Directors and engineering auditors; assign payment vouchers or requisitions; schedule payment audits as mandated by DDC standards. Develop audit plans and objectives; train auditors; communicate with Agency managers about common audit findings. Engage in complex issues to expeditiously resolve internal disagreements and contractor questions regarding validity and cost reasonableness tests for change orders to capital contracts. Represent the EAO position to support Commissioner Determinations and participate in dispute and claim hearings with the Office of the Comptroller. Monitor EAO KPIs related to audit of payment requisitions and change order processing; recommend staffing, audit plan, training, and process or system improvements. Provide guidance on the application of directives, rules, and regulations; ensure compliance with agency and City standards and regulations by assigned staff. Minimum Qualifications

A valid New York State Professional Engineer license and six (6) years of full-time satisfactory experience in chemical, civil, electrical, environmental, or mechanical engineering, or plan examining work, with at least two (2) years in an executive, managerial, or administrative capacity. Preferred Skills

Successful candidate will typically have 10–15 years of experience, including 5 years in a supervisory position, preferably with NYC municipal engineering experience. Knowledge of NYC Construction Contracts, Design-Build Contracts, Construction-Related Consultant Contracts, NYC PLA, NYC PPB Rules, NYC Comptroller Directives No. 2, 6, and 7, and OMB CS-29D. Strong written and verbal communication skills are required. Additional Information

$83,718.00 – $170,942.00
