WSDOT is seeking a highly skilled and professional Property and Acquisition Specialist 6 to serve as the Senior Acquisition and Title Reviewer at our Headquarters Office in Tumwater, WA. In this critical role within the Headquarters Real Estate Services Office (HQ RES), you will support WSDOT’s mission of delivering safe, reliable, and cost-effective transportation by providing expert guidance and statewide support to agency management, divisions, regional real estate offices, and large-scale projects. HQ RES plays a key role in shaping legislation, policies, procedures, technical assistance, training, compliance, and special acquisitions. Reporting directly to the Acquisition Program Manager (APM), you will supervise and provide authoritative guidance on federal and state acquisition processes, ensuring the successful delivery of WSDOT’s statewide real estate program. As the agency’s subject matter expert, you will provide technical assistance, training, project support, certification concurrence, and compliance reviews of acquisition files across the state. Your expertise will ensure all acquisitions adhere to federal regulations, state laws, and WSDOT policies, maintaining the highest standards of accuracy and accountability. Among the varied range of responsibilities held within this role, the Senior Acquisition and Title Reviewer will: Implement short- and long-range strategies to meet WSDOT\'s strategic goals as well as the Programs\' goals as they relate to title and acquisition of real property. Serve as the technical program expert in right of way acquisition and title matters and provide technical expertise to agency administrators, managers, regions, mega project program managers, project engineers, local agencies, consultants and the public as it relates to real estate acquisition, title, and certification. Provide compliance reviews of the agency’s acquisitions and certifications. Perform technical reviews of Right of Way Plans, Exhibits, PS&Es, and Final Designs Provide detailed compliance reviews of complex acquisition transactions for the Mega Projects and Regions to ensure compliance with federal and state eminent domain acquisition regulations Approve necessary corrective actions to be taken and prepare the compliance report. Monitor and perform a final review of right of way certification prior to the certification of the right of way project. Make final decisions within this area of responsibility and recommend approval of certification requests from Region RES Managers and Mega Projects to the HQ RES Acquisition Program Manager. Serve as the liaison between FHWA and Region RES in securing ROW certification approval. Interpret regulations and make determinations/decisions on the basis of clear guidelines and procedures. Coordinate verbally and in writing with Attorney General Office regarding submissions and questions. Prepares, facilitates and/or delivers statewide training to region staff and consultants either virtually or in person both in small groups and large audiences. Qualifications

required : Real Estate and Regulatory Expertise
: Advanced knowledge of acquisition, title, and condemnation processes; well-versed in federal regulations including the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA). Analytical Judgment and Risk Management
: Proven skill in evaluating complex property rights, ensuring compliance, and making sound decisions. Leadership and Collaboration
: Demonstrated experience supervising staff, guiding statewide initiatives, and partnering with engineers, attorneys, consultants, and government agencies. Communication and Training : Strong written and verbal communication skills; experience developing and delivering technical training, policies, and guidance. Program and Project Management
: Skilled in planning, organizing, and managing projects, balancing competing priorities, and ensuring timely delivery. Information and Technology Proficiency : Proficiency with property databases, GIS, SharePoint, ProjectWise, Microsoft Office Suite, and real estate records management It is
preferred
that qualified candidates also have: Experience with state DOTs, federal transportation projects, or large public infrastructure programs. Knowledge of Washington State laws, policies, and practices related to right of way, acquisition, and condemnation. Background in condemnation proceedings, right of way engineering, and reviewing design/build project plans. Supervisory experience includes mentoring, coaching, and performance management. Experience conducting compliance reviews, audits, and certification processes for right of way programs.
