Communications Supervisor . The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months. Under general supervision, the Communications Supervisor will plan, organize, produce, and administer communications programs related to television, video, and public broadcasting channels; will coordinate schedules, supervise technical staff, and continually arrange production; administer budgets and equipment research, purchasing, and maintenance; and do related work as required. – Serve as a role model for professionalism and customer service, ensuring RiversideTV staff uphold the City of Riverside’s mission and values in all interactions with internal departments, elected officials, and the community. Typical duties may include, but are not limited to, the following: Plan and schedule television coverage and broadcasting of government meetings, live sports, special events, and other relative media. Create training programs and complete video projects utilizing television control rooms, studio, and mobile production equipment. Schedule and coordinate job requests and arrange assignments for full-time and part-staff and coverage for projects, events, and meetings. Train personnel, explain work procedures and methods, resolve technical problems, and conduct performance evaluations. Participate in the selection of new employees. Supervise and conduct programming and staff oversight for the Riverside Television Government Access Channel, website, and playback server on a 24/7 basis. Manage television production, including camera operation, editing, and general video production, and serve as producer/director for live events and sports programs. Assist staff to ensure appropriate equipment and personnel are available for a range of specials events and programs such as the Festival of Lights, press conferences, and pavilion events. Coordinate and provide department assistance related to AV systems for the City, including the Council Chambers, venues and facilities, and City departments. Administer budget expenses and financial records for the proper utilization of Public, Education, and Government (PEG) funds for production equipment purchases, repair and maintenance, and staffing costs, including revenues and expenditures. Research audiovisual and production equipment and upgrades based on capabilities, costs, and applications. Administer audiovisual service requests and needs for City departments Education:
Equivalent to an Associate of Arts degree from an accredited college with major study in audio video production, television production, communications, or a related field. Experience:
Five years of progressively responsible video, audiovisual, and production experience, preferably involving televised public programs and broadcasting and lead or supervisory work. Highly Desired Qualifications: Technical & Industry Expertise
Advanced proficiency in live broadcasting technology, including multi-camera production, video switching, and live streaming platforms. Experience with digital media content management and integration with social media platforms (e.g., YouTube, Facebook Live, and other streaming services). Knowledge of closed captioning, accessibility standards, and compliance with FCC regulations for government broadcasts. Familiarity with emerging trends in video production, including drone footage, virtual reality (VR), and 360-degree video production. Project Management & Leadership
Experience leading large-scale media projects, including government or corporate video productions. Proven ability to manage multiple projects simultaneously, ensuring on-time and on-budget delivery. Strong experience in team leadership and cross-departmental collaboration, particularly within government or public-sector environments. Public Engagement & Communications
Experience in crisis communication and emergency broadcasting, ensuring accurate and timely public messaging. Strong storytelling skills to translate complex government initiatives into engaging video content. Financial & Operational Management
Experience negotiating vendor contracts for equipment, software, and production services. Ability to forecast and track budget expenditures, ensuring compliance with city funding guidelines and PEG fund utilization.
