Collaborate with school leadership teams to develop and implement comprehensive school improvement plans for MSDE-identified sites, providing technical assistance on instructional improvement, leadership development, school culture, and student support, ensuring alignment with evidence-based practices and compliance with state and federal requirements (ESSA, Title I). Partner with district offices to coach and support school leaders in implementing effective school improvement strategies grounded in turnaround best practices, data analysis, and instructional leadership, building capacity of school-based teams to sustain progress. Coordinate with district finance teams to align resources with school improvement plans and implementation strategies. Facilitate integration of improvement initiatives with existing district programs and resources to align with district priorities while remaining responsive to each school's needs. Establish systems to monitor fidelity of implementation and progress toward goals, identifying and addressing barriers to ensure timely and cost-effective execution. Collect and analyze qualitative and quantitative data (e.g., academic achievement, growth, graduation rates, state indicators) to identify trends and inform decision-making across sites. Provide regular data-driven verbal and written feedback to school leaders to identify strengths and areas needing intervention. Prepare comprehensive reports and presentations for district leadership, MSDE, and other stakeholders to meet reporting requirements. Facilitate collaboration among school leadership teams, central office departments, and external partners to promote seamless support and resource allocation. Support schools in engaging parents, community members, and other educational partners in the development and implementation of school improvement plans, in line with state guidelines. Use resources efficiently, communicate status of work, contribute as a team member, and exercise sound judgment to resolve sensitive matters. Maintain confidential and sensitive information. Master's degree in education, educational leadership, or related field from an accredited institution. Maryland State Department of Education Advanced Professional Certificate with Administrator I, and endorsement in an appropriate subject area. Minimum 5 years of experience in school leadership, school improvement, or educational consulting, with a track record of improving outcomes in underperforming schools (e.g., CSI/TSI). Deep knowledge of school improvement planning, instructional leadership, evidence-based practices, and accountability requirements (Title I and MSDE guidelines). Experience using data to inform strategic decisions and monitor implementation progress; ability to analyze and present data clearly. Experience with stakeholder engagement involving families, community partners, and district staff. Strong project management, organizational, and problem-solving skills; ability to manage multiple priorities and address barriers in complex systems. Skilled in cross-functional collaboration and resource alignment across departments and external partners. Experience conducting professional learning for various stakeholders. Excellent verbal and written communication, including report development and data visualization. Proficiency in Microsoft Office, data systems, and online learning platforms; ability to manage and analyze data using electronic databases. Strong interpersonal and team-building skills with a commitment to equity and continuous improvement. Ability to interact with diverse constituencies and convey information with tact and diplomacy. Ability to exercise independent judgment and develop/maintain strong working relationships with school system employees, managers, government agencies, and community stakeholders. In Maryland, the full salary range is provided; the hiring range is $98,301 - $131,426.
