Overview General Counsel Senior Administrative Position Location: Los Angeles Community College District Office Salary: $22,904.96 - $26,895.95/mo; $274,859.52 - $322,751.40/yr (based on a full-time, 12-month position)

Responsibilities

Serves as the District's chief legal officer and advisor to the Board of Trustees, Chancellor, Personnel Commission, and senior management; provides executive leadership over all District strategic and tactical legal initiatives, programs, and services; and manages the work of the District's internal legal team and contracted external counsels including bond construction counsel.

Advises on governance, academic affairs, student affairs, financial management, facilities management, business management, information technology, and human resources matters.

Ensures programs and activities are legally conducted in compliance with applicable laws, statutes, codes, and regulations.

Assesses the merits of court cases, regulatory inquiries, and other legal actions; defines strategic positions, legal remedies, and defenses; recommends and approves settlements where warranted.

Participates in the development of District policies, procedures, and related documents; advises the Board and executive staff on legal matters related to governance.

negotiates complex contracts, agreements, and settlements on behalf of the District consistent with District interests and professional responsibility rules.

Identifies and analyzes legal risks, advises executives on exposure, and develops risk mitigation strategies.

Ensures compliance systems are in place; advises on compliance, exposure, and decisions; develops educational programs to keep executives informed of changes in the law.

Develops and implements a clear framework for legal policies and practices; directs, manages, and evaluates the Office of General Counsel.

Attends Board of Trustees and committee meetings to provide legal analysis and advice.

Oversees selection, retention, management, and evaluation of outside counsel; manages the budget for outside legal services; partners with the chancellor's senior leadership team.

Identifies financial needs and manages the budget of the Office of General Counsel.

Performs related duties as assigned.

Supervision General direction from the Chancellor; supervision of professional, technical, and clerical staff; functional supervision over outside counsel.

Qualifications Education and Licensure

A Juris Doctor degree from an ABA-accredited law school.

License to practice law in the State of California; and membership in good standing with the California Bar Association.

Experience

Five years of full-time, paid experience in the practice of law, including: managing a legal team of attorneys and support staff; governance and broad business matters; working directly with governing board members; educational and/or public sector law; and legal aspects of facilities management and/or lead construction counsel supervision.

Special:

Must maintain active bar membership in good standing throughout employment with the District. Possession of a valid Class C California driver’s license within 10 days of establishing residency; travel to locations throughout the District is required.
