VHB is seeking a skilled Intelligent Transportation Systems (ITS)/ Advanced Traffic Management Systems (ATMS) Project Engineer to join our Transportation Systems Group in the Mid-Atlantic region. In this role, you'll be a key contributor to the planning, documentation, design, and construction support of advanced ITS infrastructure—including power and communication systems that drive smarter, safer, and more sustainable mobility. We welcome candidates based in or near our Washington D.C., Tysons Corner, Richmond, Williamsburg, or Virginia Beach offices. Responsibilities
Lead the development of ITS/ATMS and traffic signal design plans
Perform traffic engineering and task management to deliver a wide variety of traffic engineering and ITS/ATMS projects
Prepare technical specifications and construction cost estimates
Develop electrical one-line diagrams and conduct electrical system calculations, including voltage drop, arc flash, and short circuit analyses
Prepare Power Design Analysis Reports for ITS infrastructure
Prepare communication/networking plans and fiber splicing plans
Develop key systems engineering documentation, including:
Concept of Operations (ConOps)
Systems Engineering Management Plans (SEMP)
Requirements Traceability Verification Matrix (RTVM)
Conduct field work such as data collection and site investigations
Coordinate with clients, project stakeholders, and multidisciplinary teams
Support business development and marketing efforts
Manage and mentor junior staff in the successful delivery of project tasks
Skills and Attributes
Have 5+ years of experience in ITS design and/or system development, including:
Traffic signal plans
Communication plans
Network planning/architecture
Proficient with data analysis tools such as Excel
Familiarity with design platforms including OpenRoads Designer (ORD), MicroStation, and AutoCAD
Excellent communication skills—written, verbal, and interpersonal
Collaborative team player with the ability to work independently
Self-driven with a strong work ethic and passion for continuous learning
Ability to manage multiple projects and deliver high-quality work on time
Qualifications
Bachelor's degree in Civil, Systems, or Electrical Engineering required; a focus in Transportation is preferred
5-8+ years of ITS/ATMS engineering experience required
Familiarity with state DOT processes and standards preferred
Professional Engineer (P.E.) License required
The base salary range for this position is $90,000 - 125,000 for the Washington, DC location. This offer is determined based on a number of job-related factors including internal comparators, skills, education, training, credentials, experience, scope and complexity of role responsibilities and geographic location.
