The Director of Outpatient Services is responsible for the overall leadership, administration, and growth of Partial Hospitalization Programs (PHPs). This role includes direct oversight of program operations, clinical and administrative staff, regulatory compliance, quality assurance, and external partnerships to ensure the delivery of effective, accessible, and recovery-oriented care.
Key Responsibilities
Provide leadership and day-to-day management of all PHP operations. Recruit, hire, train, and supervise program staff; ensure ongoing professional development, performance evaluation, and accountability. Provide clinical and administrative supervision, including oversight of graduate student interns and partnerships with academic programs. Coordinate care across an interdisciplinary team (physicians, nurses, advanced practice clinicians, psychologists, LICSWs, LMHCs, etc.) to ensure integrated, patient-centered treatment. Collaborate with senior leadership, including the CEO, CMO, CNO, and Director of Social Work, to align program initiatives with organizational goals. Ensure compliance with hospital policies, Department of Mental Health (DMH) requirements, Joint Commission standards, CMS regulations, and third-party payer requirements. Monitor billing practices and work with the Billing Department to support fiscal accountability. Oversee managed care and service contracts, ensuring compliance with contractual and budgetary requirements. Foster and maintain relationships with referral sources (ESPs, hospitals, schools, detox programs, and community agencies). Lead program quality improvement efforts, including monitoring patient satisfaction data and identifying opportunities for enhancement. Facilitate and lead regular staff and departmental meetings; actively participate in organizational committees and external collaborations. Required Qualifications
Graduate degree in a human services field (MSW, MA, MS, PhD, EdD, or equivalent). Independent clinical licensure in Massachusetts. LICSW or LMHC. LICSW preferred. Minimum 5 years of progressive experience in behavioral health leadership, with at least 3 years in a leadership/management role specific to PHP level of care. Demonstrated experience managing interdisciplinary teams and complex IOP and PHP operations. Strong knowledge of CMS, Joint Commission, and managed care standards. Excellent leadership, communication, and organizational skills. Commitment to trauma-informed, patient-centered care and to advancing equity, inclusion, and cultural responsiveness Preferred Qualifications
Experience with both mental health and co-occurring substance use treatment. Familiarity with electronic health record (EHR) systems and clinical documentation compliance. Experience in program development, expansion, and strategic planning.
