About this Role:
The IT Portfolio/Investment Analyst will support federal agencies in managing IT investments, optimizing portfolio performance, and ensuring compliance with federal IT governance requirements. This role involves analyzing IT portfolios, supporting the Capital Planning and Investment Control (CPIC) process, preparing OMB A-11 submissions, and providing recommendations to improve portfolio performance, cost efficiency, and alignment with mission objectives.
Key Responsibilities:
Support the planning, execution, and oversight of IT portfolios and investments in alignment with federal requirements and agency priorities.
Conduct portfolio analyses, evaluating cost, schedule, performance, and risk of IT investments.
Support the
Capital Planning and Investment Control (CPIC)
process, including development of Exhibit 53/300 submissions and other OMB A-11 reporting. Assist in tracking and improving FITARA scorecard performance by aligning investments with statutory requirements. Provide analytical support for IT budget formulation, execution, and reporting. Monitor IT project performance metrics, identifying risks, dependencies, and opportunities for efficiency. Develop dashboards, reports, and presentations for agency leadership, OMB, and congressional stakeholders. Support Technology Business Management (TBM) implementation and reporting as applicable. Collaborate with program managers, acquisition teams, and IT leadership to ensure investments align with mission and strategic objectives. Identify opportunities for cost savings, process improvement, and improved return on IT investments. Qualifications and Skills: Bachelor’s degree in Business, Finance, IT Management, Public Administration, or related field. 5+ years of experience in IT portfolio management, federal IT investment analysis, or CPIC support. Knowledge of OMB Circular A-11, FITARA, and CPIC requirements. Experience with IT budgeting, investment reporting, and federal financial management systems. Strong analytical skills with the ability to translate complex data into actionable insights. Excellent communication, stakeholder engagement, and presentation skills. Proficiency in tools such as Excel, Power BI, Tableau, or other portfolio management systems. Desired Skills and Competencies: Master’s degree in Business Administration, Finance, or IT-related field. Experience with
Technology Business Management (TBM)
framework and cost modeling. Familiarity with Agile/DevSecOps delivery and its impact on IT portfolio management. Prior experience preparing and reviewing OMB A-11 Exhibit 53/300 submissions. Experience working in federal IT governance, budget, or acquisition environments. Certifications such as PMP, FAC-P/PM, or ITIL. Additional Information: Must be able to obtain a Public Trust.
