Overview

HDR seeks a Civil Engineer to lead the solid waste section of our Pennsylvania, Ohio, West Virginia and Delaware team. This role reports to the PA/OH/WV/DE Resources Business Group Manager and advances the waste practice through solid waste service lines such as facilities, landfills, organics, energy from waste, planning, and related areas. The position focuses on engineering, project management, project pursuits, and client relationship management for projects primarily in municipal solid waste (MSW), coal combustion residuals (CCR), and waste planning, with emphasis on system planning, engineering analysis, cost estimating, design, construction management, pollution control systems, and permitting/regulatory compliance.

The Civil Engineer will lead and build a solid waste team and act as a lead project designer, engineer of record, and project manager on mid-size to large projects. The role includes sustaining and growing client relationships and contributing to business development opportunities, including project pursuit and proposal development, scope of work development, and budgeting.

Primary Responsibilities

  • Plan, direct and monitor all aspects of multidiscipline projects or medium-sized projects with high technical complexity, typically involving a large project staff.
  • Establish client relations and be involved in business development, marketing, contractual, design and production meetings.
  • Coordinate staffing and workload through project development to complete documents on schedule.
  • Implement QA/QC procedures.
  • Work on a variety of MSW, CCR, or facilities related projects including landfills, impoundments, compost facilities, transfer stations, material recovery facilities, household hazardous waste facilities, and organics facilities.
  • Collaborate with a team of staff engineers on design deliverables including strategic planning, engineering design reports, construction drawings, technical specifications, cost estimates and construction schedules with support from HDR’s national practice leads.
  • Participate in meetings with clients and regulatory agencies to resolve technical issues and negotiate compliance actions.
  • Serve as a consultant and supervisor of waste construction management projects as needed.
  • Work independently on technical tasks involving data analysis, interpreting results, and preparing technical reports, plans and specifications.
  • Delegate and supervise junior engineers on waste design components and staff of professionals and technicians.
  • Train and mentor personnel as established by strategic plans.

Preferred Qualifications

  • 7 years experience in waste management/design, civil site engineering, or related fields; proven leadership and project management skills.
  • Understanding of client relationship management and experience interacting directly with clients (highly preferred).
  • Proficient with Microsoft 365 (Excel, Word, Teams, OneNote, etc.). AutoCAD Civil 3D is a plus.
  • Detail-oriented, team player with strong communication, technical writing, analytical, organizational, and time management skills.
  • Experience in client marketing and proposal development.
  • Experience in project development and execution in the public and private sectors.
  • Experience mentoring junior engineers.

Required Qualifications

  • Bachelor’s degree
  • Previous experience in general civil engineering
  • Professional Engineer (PE or P.Eng) license recognized by the licensing board for the position location
  • Demonstrated leadership and communication skills
  • Proficient with Microsoft Office
  • Good verbal and written communication skills
