Overview Vice President of Business Development in the Western Region, responsible for managing competitive procurements from pre-RFP to submittal, interviews, clarifications, Best and Final offers, and contract negotiations as needed for new business and/or retention of current MV contracts primarily in the Western Region, with other geographic areas as assigned by the Senior Vice President of Business Development Western Region. This position qualifies for sales commissions in addition to base pay, subject to company policy.

Responsibilities The Vice President of Business Development is expected to work collaboratively with the Senior Vice President of Business Development Western Region and the Business Development Team, as well as the Procurement team, to ensure responsive and high-quality technical and pricing submittals. The role includes leading project and sales lead management, attending meetings and interviews, completing field research, managing client relationships, and developing sales and performance goals with the Senior Vice President.

Sales and Procurement Management

Strong interpersonal communication, ability to work under pressure in a fast-paced environment, flexibility, proactivity, responsiveness, and efficiency are essential. The candidate must be highly organized, professional, discreet, and capable of handling confidential information. Excellent written and verbal communication, relationship-building, presentation skills, decision-making, and attention to detail are required. The candidate should understand all aspects of the procurement process, including RFP reviews, and ensure that the company’s proposals align with defined strategy.

The role involves working with the Procurement and Finance teams, overseeing technical and pricing proposal processes, conducting ground research, attending client meetings, analyzing opportunities, and developing strategies to win bids. Procurement activities include:

Reviewing procurement opportunities and making bid/no-bid decisions aligned with the gating process.

Developing an operational plan to support proposals in consultation with procurement team members.

Making pricing decisions based on field research and RFP requirements.

Conducting advance research to develop strategies that resonate with clients and stakeholders.

Identifying and submitting meaningful questions during RFP review to reduce bid risk.

Collaborating with the Production team to complete technical proposal responses.

Collaborating with Finance and Operations to finalize pricing proposals.

Ensuring labor market research informs decisions on recruitment and retention.

Reviewing Collective Bargaining Agreements with Labor Relations and assessing financial impacts on price proposals.

Working with Procurement to identify operating facilities that meet requirements.

Recruiting management positions appropriate for contracts in collaboration with Procurement.

Soliciting, identifying, and negotiating with vendors and ensuring costs are reflected in price proposals and technical proposals as required.

Updating Salesforce with sales activities.

Editing/writing technical documents based on developed strategies.

Attending pre-bid conferences, board meetings, city council meetings, and other client-related meetings as needed.

Coordinating with Procurement to specify and identify vehicles meeting bid requirements.

Attending industry conferences/seminars to maintain client relationships.

Gathering and interpreting market, customer, and competitor data to plan future strategy.

Leading conference calls on strategy and pricing, etc.

Reviewing draft service agreements to identify risks and ensure alignment with price and technical proposals.

Other duties as assigned.

Qualifications

Talent Requirements:

Proficiency in Microsoft Office (Excel, PowerPoint, Outlook, Word). Ability to work independently without administrative support. Excellent communication skills (verbal and written), and the ability to manage multiple high-priority tasks and projects. Willingness to travel approximately 80% of the time. This is a remote position.

Demonstrated leadership and personnel management skills, including allocating work, monitoring timelines, coaching, management discipline, clear communication, and delegation within a management team.

Experience in public transportation procurement sales.

STRONGLY PREFER:

Experience in a professional services, sales, or marketing environment.

Experience managing and/or operating public transportation services.

Strong understanding of software/technology businesses.

Experience creating and/or modifying processes.

Bachelor’s degree.
