Salary ranges: Professional Trainee I, SR-16: $4,243.00 - $5,162.00 per month; Professional Trainee II, SR-18: $4,590.00 - $5,588.00 per month; Program Specialist III, SR-20: $4,961.00 - $6,043.00 per month. All new external applicants will be placed on the initial step of the salary range. Above-initial-step placement will be based on characteristics, qualifications, funds, and other factors with prior approval. Hawaii State Department of Education employees will be placed in accordance with Department regulations. Examples of Duties
Engages, administers, and bridges networks of communities such as School Community Councils (SCCs), Community Children\'s Councils (CCCs), Parent Community Networking Centers (PCNCs), and Military-Impacted Schools. Negotiates and maintains professional relationships with community members, partner agencies and school personnel. Conducts research into changes in State and Federal laws, rules, and regulations. Provides direct instructional services and delivers training workshops. Assists with volunteer organizations. Conducts studies and analyses of major, unprecedented or controversial issues regarding the agency services and operations. Formulates and recommends major new policies, program goals or objectives. Supports collecting communication materials in partnership with the Communication Office about strong parent, family, and community engagement. Minimum Qualifications
Basic Education Requirement : Graduation from an accredited four-year college or university with a Bachelor’s degree. Excess work experience as described under Specialized Experience or other responsible administrative, professional or analytical work experience may be substituted on a year-for-year basis. The experience must be of sufficient scope, level and quality to assure the possession of comparable knowledge, skills and abilities. The education or experience background must demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically. Experience Requirements : Except for substitutions, applicants must have progressively responsible experience as described in the specification and in the amounts shown, or an equivalent combination of training and experience. Professional Trainee I: 0 years Professional Trainee II: 1/2 year Program Specialist III: 1-1/2 years Specialized Experience : For Professional Trainee I none; for Professional Trainee II, six (6) months; for Program Specialist III, one and one-half (1½) years of progressively responsible professional experience in one or a combination of the following: Progressively responsible professional experience conducting studies and analyses of programs or projects; planning, coordination, development and/or evaluation of programs; interpreting complex material such as State statutes or federal regulations; drafting comprehensive reports. Providing assistance and support to individuals and families in need of social services or related community resources. Substitutions Allowed : Possession of a Master\'s degree may substitute for one (1) year of Specialized Experience. Driver\'s License Requirement : Applicant must have a current, valid driver\'s license. Quality of Experience : The required years of experience must demonstrate the ability to perform the duties of the position. Supplemental Information
Salary : The advertised salary is based on full-time employment and may include shortages or school-year differentials. Requirements : Applicants must meet all requirements as of the application date. Calculation of experience is based on full-time, 40-hour weeks. Part-time experience is pro-rated. Hours in excess of 40 per week are not credited. Temporary Assignment : Claims of TA experience to meet minimum qualifications must be verified and attached to the application.
