Procurement Analyst 4 (7738U), Space Sciences Laboratory – UC Berkeley. This role supports large-value procurements, provides strategic input to space mission leaders, and oversees laboratory purchasing with a focus on complex contracts, compliance, and supplier management. Position Summary

The Procurement Analyst 4 has extensive experience in purchasing and acquisition of large-value contracts and acts as a subject-matter expert. Provides strategic input to principal investigators and project managers on contractual implementation, leads the laboratory purchasing effort, and ensures adherence to University, NASA and other agency policies. Determines optimal contract types and monitors contractor performance. Responsibilities

Drafts and executes complex purchase orders and contracts, using standard and customized terms for materials, supplies, equipment, and services. Drafts RFQs and RFPs with detailed specifications, terms, conditions, and evaluation criteria. Negotiate with suppliers for favorable prices and terms, including unique terms as required. Develop new supply sources, address supply base inadequacies, and resolve supplier performance issues. Provide analysis for highly complex purchasing projects and advise major department managers. Perform source selection analysis and spend analysis for assigned vendors or commodities. Serve as first point of contact for export control issues (ITAR compliance as applicable). Assist with purchase requisition processing and act as subject expert for SSL unit. Document interpretations of processes, policies, and procedures for customers and suppliers; develop supporting documentation and spreadsheets. Interpret and apply University policies for complex situations; write sole-source justifications and award document bases. Monitor purchasing flow to ensure timely procurement for SSL researchers and engineers; participate in project and mission meetings to advise on procurement needs. Participate in quality initiatives, process improvement, and re-engineering efforts as required. Other duties as required. Required Qualifications

Knowledge of Federal Acquisition Regulations, Uniform Guidance, contract law, UCC, California Public Contract Code, and relevant federal/state contracting requirements. Judgement to develop appropriate business decisions balancing risk, timeliness, compliance, and cost. Full knowledge of the purchasing function; ability to communicate complex information verbally and in writing. Ability to read, interpret, develop, and negotiate terms and conditions of contracts; strong negotiating skills. Advanced proficiency with standard spreadsheets and word processing software; advanced ERP/financial systems experience (e.g., Oracle, PeopleSoft, SAP). Knowledge of UC procurement policies and familiarity with NASA or similar funders. Ability to perform cost analysis and planning for major commodities; ability to work in a team. Bachelor\'s degree in a related area or equivalent experience/training. Preferred Qualifications

Knowledge of ITAR and other export control compliance policies. Professional certification. Salary & Benefits
