Finance Director (Salary commensurate with experience)
Base pay range: $10.00/hr - $45.00/hr General Statement of Job Under the general direction of the City Manager, the Finance Director plans, organizes, and directs all financial operations of the City, including accounting, budgeting, financial reporting, payroll, utility billing, treasury management, debt administration, procurement, and revenue collections. The Finance Director provides strategic financial guidance to City leadership, ensures compliance with applicable laws and regulations, and maintains the fiscal integrity and long-term financial health of the municipality. This position serves as a member of the City's executive management team and supervises assigned personnel. Minimum Training and Experience
Education: Bachelor’s degree in Accounting, Business Administration, Finance, Public Administration or a related field Experience: Ten (10) years of experience in accounting including three (3) years of supervisory experience and two (2) years of Governmental auditing and financial reporting Certifications: Valid driver’s license Preferred
Certified Public Accountant Certified Public Financial Officer or Governmental Financial Manager Note
The City retains the right to determine equivalencies. Any certifications not possessed at hire must be obtained before the employee is removed from probation in order to continue employment with the City. Physical Requirements
Must be physically able to operate small hand tools and a variety of automated office machines (computer, calculator, copier, cash register, meter reader, etc.). May require lifting or moving objects up to 60 pounds. Sedentary work involved; may require walking or standing for periods of time. Responsibilities
Financial Oversight and Leadership: Directs, coordinates, and evaluates all financial operations of the City, including general ledger accounting, cash management, treasury, payroll, accounts payable/receivable, and procurement functions; provides financial leadership with the City Manager and executive team; establishes internal controls for accuracy, integrity, and security of financial transactions and records. Budget Development and Management: Leads annual operating and capital budget preparation; develops multi-year financial forecasts; monitors expenditures and revenues to ensure budget compliance. Financial Reporting and Audit Coordination: Oversees timely preparation of financial statements including the ACFR in compliance with GASB/GAAP; coordinates external audits and responds to findings; prepares monthly, quarterly, and annual management reports. Revenue Administration and Treasury Management: Supervises collection of revenues; manages cash flow, investment portfolio, and banking; oversees debt issuance and repayment. Policy and Compliance: Develops and maintains financial policies and internal controls; stays updated on regulations; ensures procurement law compliance. Staff Supervision and Department Management: Manages Finance Department staff; sets performance standards and development plans; promotes accountability and service excellence. Strategic Financial Planning: Conducts long-term financial planning; advises leadership on financial implications of programs and projects; supports economic development through fiscal analysis. Technology and Systems Oversight: Ensures effective use of financial software; coordinates with IT on upgrades, integrations, and cybersecurity for financial systems. Council and Public Engagement: Delivers financial presentations to City Council and the public; responds to inquiries professionally; supports transparency in financial reporting. Employment Type
