Overview
The NC Medicaid Chief Financial Officer (CFO) leads fiscal strategy and financial oversight for an annual budget exceeding $34 billion. The CFO serves as the principal advisor on Medicaid and Health Choice financial strategy, engaging with the DHHS Secretary’s Office, Governor’s Office, Legislature, Fiscal Research Division, federal agencies, and providers to ensure fiscal accountability, sustainability, and transparency. The CFO directs the development and execution of financial policies, fiscal controls, and budget frameworks while leading forecasting, monitoring, and reporting processes. This role oversees daily operations including budgeting, revenue and expenditures, audits, and contract management. The position requires exceptional leadership, advanced financial acumen, and the ability to balance regulatory compliance with strategic planning to safeguard North Carolina’s Medicaid and Health Choice programs. Responsibilities
Provide strategic financial leadership and policy development for the NC Medicaid and Health Choice programs. Lead budgeting, forecasting, monitoring, audits, and contract management to ensure fiscal accountability and sustainability. Engage with executive leadership and external stakeholders (Governor’s Office, Legislature, DHHS Secretary’s Office, federal agencies, providers) to communicate financial strategy and performance. Direct the development and execution of financial policies, controls, and budget frameworks; supervise a team of 50–75 professionals and contractors. Qualifications
Master’s degree in business administration, public administration, or related field and three years of progressive administrative experience including supervising, planning, and managing a governmental program; or Bachelor’s degree in same fields and five years of progressive administrative experience; or Equivalent combination of education and experience. Additional references include knowledge of state and federal healthcare financing, public sector budgeting, regulatory reporting requirements, and familiarity with legislative processes and funding mechanisms for large-scale healthcare programs. Recruitment Range: $104,096.00 – $194,851.00 Position is funded in part through federal funds and may be eligible for a hybrid-teleworking schedule with weekly onsite work hours.
