to drive data analytics projects involving Medicaid and CHIP client and provider data. This role will be responsible for architecting, integrating, and governing enterprise GIS solutions while ensuring compliance with organizational strategies, data policies, and public health objectives. The ideal candidate will bring strong technical expertise in
Esri ArcGIS , demonstrated leadership in
geospatial data governance , and an understanding of
Medicaid program delivery . Responsibilities
Lead the design, implementation, and governance of ArcGIS-based geospatial solutions for healthcare client and provider mapping. Ensure data quality, security, and compliance with state and federal policies. Develop and maintain geospatial data architectures, workflows, and metadata standards to support enterprise analytics. Coordinate with internal teams, external partners, and stakeholders to gather requirements and define governance frameworks. Oversee the creation and management of GIS datasets (demographic, socioeconomic, health, and program data). Mentor and guide GIS analysts and developers in spatial analysis, web mapping, and data visualization. Collaborate with GIS data analysts and scientists as the single point of contact for IT. Establish and enforce geospatial data management policies, documentation standards, and quality assurance processes. Conduct advanced spatial analyses to support public health initiatives and compliance tracking. Prepare and present technical reports, dashboards, and interactive maps to executive leadership and stakeholders. Required Qualifications
Bachelor’s or Master’s degree in Geography, GIS, Computer Science, Public Health, or related field. 7+ years of professional GIS experience, including 3+ years in a lead or architect role in cloud environments (health, human services, or government preferred). Expert proficiency in Esri ArcGIS (ArcGIS Pro Advanced, database management, network analyst toolboxes). 5+ years of experience with SQL Server Enterprise Geodatabases using ArcGIS tools. 5+ years of Python and SQL experience (functions and procedures). Experience with geospatial governance, including policy development and stakeholder engagement. Strong understanding of data management principles, metadata standards, and data quality assurance. Excellent communication, technical writing, and stakeholder management skills. Ability to manage multiple projects and work independently. 2+ years working in an Agile/Scrum development lifecycle. Preferred Qualifications
Familiarity with Medicaid, public health, or social services datasets. GIS certifications (Esri Enterprise System Design Professional, Esri ArcGIS Enterprise Administration Professional, GISP). Experience with machine learning, LLMs, and GeoAI for spatial data analysis, prediction, and automation. Experience with Snowflake Data Warehouses for ArcGIS integration. Experience developing custom web-based application interfaces and tools. Seniority level
