Director of Business Development
Omega Technical Services is seeking a Director of Business Development to lead growth initiatives across the Department of Energy (DOE), including National Nuclear Security Administration (NNSA) and other critical infrastructure markets. This senior leadership role will be responsible for driving strategic pursuits from capture through award, shaping competitive strategies, and strengthening Omega's market position. The ideal candidate will blend deep capture management expertise with hands-on proposal development and executive-level business development leadership. Responsibilities
Business Development Leadership
Develop and execute business development strategies that align with Omega's long-term growth objectives. Drive pipeline development, account planning, and expansion into new and adjacent markets.
Capture Management
Lead capture activities from opportunity identification through proposal submission and award. Conduct opportunity qualification, customer engagement, competitive intelligence, and win strategy formulation. Partner with executive leadership to shape teaming strategies, win themes, and technical/management approaches.
Proposal Development & Writing
Provide leadership and oversight to ensure proposals are compliant, compelling, and customer-focused. Write, edit, and review technical, management, and past performance sections as needed. Establish proposal schedules, direct kickoff and color team reviews, and mentor staff in effective writing practices.
Executive Engagement & Partnerships
Support Vice President, Strategic Growth in representing Omega in key client meetings, industry events, and community engagement activities. Build and manage relationships with teaming partners, subcontractors, and industry stakeholders.
Governance & Decision Support
Support and guide gate reviews, bid/no-bid decisions, and business development reporting to the Vice President, Strategic Growth. Monitor and assess industry trends, competitor activity, and procurement forecasts to inform strategic decisions.
Qualifications
Proven success leading business development, capture, and proposal efforts in the federal contracting environment. Direct experience writing, editing, and managing U.S. Federal Government proposals with strong knowledge of FAR/DEAR regulations. Demonstrated ability to lead strategic pursuits, develop capture plans, and execute growth strategies that drive measurable results. Excellent leadership, communication, and negotiation skills with the ability to influence executive stakeholders. Strong organizational and project management skills, with the ability to manage multiple complex efforts simultaneously. Bachelor's degree in Business, Communications, or a technical discipline. Preferred Qualifications
Experience working specifically with the Department of Energy (DOE) and/or National Nuclear Security Administration (NNSA). Familiarity with emerging technologies, including the use of AI-enabled tools in capture and proposal activities. Why Omega Technical Services?
