Role Overview Provides strategic leadership and oversight for comprehensive workforce development initiatives that advance career pathways and professional standards within the recovery movement. This senior leadership role combines deep expertise in workforce development strategy with knowledge of the national recovery movement to design, implement, and scale professional development programs that enhance career advancement opportunities for program participants while maintaining the highest professional standards. The Director leads organizational efforts to build sustainable workforce development systems and partnerships that support long-term career growth and industry excellence. Key Responsibilities Strategic Leadership & Program Oversight Develop and execute comprehensive workforce development strategies aligned with organizational mission and industry standards Lead cross-functional teams to design and implement workforce development initiatives Establish partnerships with educational institutions, employers, and industry organizations to create career pathways within the field of recovery Oversee budget planning and resource allocation for workforce development programs Provide strategic guidance on workforce trends, labor market analysis, and career pathway development Lead organizational change initiatives related to workforce development and professional standards Program Development & Management Direct the design and implementation of comprehensive workforce development programs across multiple delivery platforms Oversee curriculum development teams to ensure programs meet industry standards and participant career advancement needs Establish quality assurance processes and performance metrics for all workforce development initiatives Lead needs assessments to identify skills gaps and emerging workforce development opportunities Develop and manage relationships with accrediting bodies, certification organizations, and professional associations Ensure all programs comply with federal, state, and local workforce development regulations Team Leadership & Organizational Development Support the recruitment, hiring, and development of RICARES staff Provide leadership coaching and professional development opportunities for team members Establish performance management systems and ensure regular team evaluations are conducted Stakeholder Engagement & Partnership Development Build and maintain relationships with key stakeholders including employers, educational institutions, and community partners Represent the organization at industry conferences, workforce development forums, and professional associations Develop grant proposals and secure funding for workforce development initiatives Support advocacy efforts for workforce development policy and professional standards Data Analysis & Program Evaluation Establish comprehensive data collection and analysis systems to measure program effectiveness Conduct regular program evaluations and implement continuous improvement processes Prepare detailed reports on workforce development outcomes, participant career advancement, and return on investment Use data analytics to inform strategic decisions and program modifications Required Qualifications Bachelor’s degree in Human Resources, Organizational Development, Education, or related field 7+ years of progressive leadership experience in workforce development, training, or human resources Demonstrated experience managing teams and leading organizational change initiatives Strong understanding of workforce development systems, career pathway models, and industry partnerships Excellent strategic planning and project management capabilities Strong analytical skills with experience in data-driven decision making Outstanding communication and presentation skills for diverse stakeholder audiences Preferred Qualifications Lived experience in recovery from substance use disorders Master's degree in Human Resources, Organizational Development, Education, or related field Knowledge of the addiction recovery process and recovery workforce development Certified Peer Recovery Specialist or equivalent certification Experience with digital learning platforms and workforce development technology Proven track record of successful grant writing and funding acquisition Experience working with diverse populations and underserved communities Leadership Competencies Strategic thinking and vision development Change management and organizational development Team building and talent development Stakeholder engagement and relationship management Financial management and resource optimization Data-driven decision making and continuous improvement Cultural competency and inclusive leadership practices Physical Requirements Ability to travel frequently for stakeholder meetings, conferences, and site visits Extended periods of computer work and data analysis Ability to work flexible hours including evenings and weekends for events and stakeholder meetings
