VMSI is looking for an experienced Human Resources Manager who has worked in a small to mid-sized government contracting company with complete responsibility for the oversight, management, and execution of all HR functions and related compliance issues to operate our corporate Human Resources division.

This position offers a very unique opportunity for the selected individual to continue to improve and implement all company HR policies and procedures and truly have a significant impact on both the company and our employees.

The HR Manager will be responsible for leading and managing all HR related duties and responsibilities for the company and will interface daily with VMSI corporate and client-facing employees and customers across the country. This position is in our corporate headquarters in Sterling, VA.

POSITION RESPONSIBILITIES

  • Oversee, manage, and administer all HR functions and provide senior-level expertise and guidance in all HR matters related to day-to-day management of employees, minimizing organizational risks, and enhancing the company’s ability to compete for business.
  • Develop, document, implement and ensure all HR processes and procedures are compliant and current with all state, federal, local, FAR, and DOL.
  • Ensure company compliance with all Affordable Care Act, eVerify, FMLA, FLSA, HIPPA, Workers Compensation Insurance, OFFCP, EEO, Ethics hotline, OSHA, VETS100, ERISA, COBRA and other related requirements.
  • Maintain and ensure personnel files are up-to-date and comply with applicable legal requirements.
  • Act as the corporate resource for managers and supervisors on all matters related to employee relations with regard to policy interpretation and complaint resolution.
  • Manage all performance programs including training programs, employee annual review process and individualized performance improvement plans (development, review, delivery, and monitoring).
  • Provide guidance and compliance oversight for hiring processes; may augment hiring initiatives when needed.
  • Act as POC for all employees for questions related to any HR topics and primary individual to address any issues employees may bring to company attention.
  • Process all bi-weekly and monthly payrolls using a payroll service and ensure timesheet accuracy and all proper deductions are being withheld from employee’s paychecks for employee portion of benefits costs, garnishments, taxes, elections, deductions, etc.
  • Administer all unemployment claims, including filing paperwork, representing the company during hearings, filing any necessary appeals, etc.
  • Manage and administer all HR related insurances; EPLI, workers’ compensation insurance matters including classification of employees, policy renewals, insurance audits, claims processing, etc.
  • Maintain company employee handbook with all changes, updates, etc.
  • Manage employee outreach and recognition programs.
  • Manage, oversee, and execute all benefits administration responsibilities for new hires, terminations, and annual enrollments.
  • Manage company 401K program to ensure compliance with all legal regulations and assist all employees with any plan related questions.
  • Responsible for the ongoing management and administration of all HR related vendors to ensure service delivery and accuracy from the service provider/TPA to ensure compliance with regulations, service agreement(s), and accurate invoices such as all benefits carriers, COBRA administration, FSA/HSA, 401(K).

Required:

  • MUST HAVE PRIOR & CURRENT EXPERIENCE WORKING IN A SMALL TO MID-SIZE PROFESSIONAL SERVICES COMPANY DIRECTLY SUPPORTING FEDERAL GOVERNMENT CUSTOMERS.
  • Minimum 10 years applicable and progressive experience handling all aspects of HR as referenced within this position description.
  • Experience in performing HR related responsibilities and meeting compliance requirements in various states throughout the U.S.
  • Strong experience and capabilities within MS Word, Outlook, Excel, PowerPoint
  • Excellent verbal and written communication
  • Preferred degree in Human Resources field and/or HR Related certificates: PHR, SPHR, GPHR, SHRM-CP & SHRM-SCP
